The Associate Information Management Officer supports OCHA ROWCA by ensuring timely availability of reliable and accessible humanitarian data. The role focuses on information systems management, crisis data analysis, and producing actionable analyses to strengthen coordination and decision-making in West and Central Africa.
Responsibilities
- Design, develop, maintain and document front-end and back-end components of regional humanitarian databases ensuring data quality, consistency, performance and usability.
- Serve as technical reference for Microsoft Power Apps and Power Platform solutions, providing practical support, guidance and advice on best practices for development, automation and maintenance of applications.
- Support identification, design and implementation of automated workflows using Power Automate and related tools to reduce manual processing, streamline operations and improve efficiency.
- Compile, clean, validate and harmonize datasets from multiple internal and external sources to ensure availability for analysis, reporting and operational use.
- Support integration and interoperability of data collection tools, databases, Power Platform solutions and visualization products to enable reliable and timely data flows.
- Support humanitarian needs assessments and analytical studies applying appropriate methodologies for digital data collection, sampling, quality assurance and validation.
- Provide technical supervision and quality control of digital assessment tools and data collection flows including form design, testing phases, deployment and data pipelines using ODK and KoboToolbox.
- Contribute to development, application and documentation of analytical frameworks, indicators and data models for monitoring and analysis initiatives at regional and national levels.
- Design, develop and maintain interactive dashboards, analytical products and geospatial visualizations using business intelligence and GIS tools ensuring clarity, accuracy and operational relevance.
- Translate complex datasets into clear and actionable analyses tailored to diverse audiences including senior management, humanitarian partners and national authorities.
- Contribute to production and updating of Common Operational Datasets (COD), response monitoring products (5W/3W) and emergency-specific analytical outputs.
- Collaborate with OCHA country offices, regional teams, clusters, government counterparts and partner organizations to strengthen data flows, harmonization, interoperability and data quality standards.
- Provide information management and data systems support remotely and on-site to country and regional offices, especially during sudden onset emergencies and escalating humanitarian crises.
- Support Information Management Working Groups (IMWG) and inter-agency coordination mechanisms through technical contributions, shared tools and standardized methodologies.
- Support design and implementation of capacity building activities for staff and partners on information management, data systems, Microsoft Power Platform tools, emerging technologies, data protection and data accountability.
- Support emergency preparedness, simulations and contingency planning focusing on data availability, system resilience and interoperability.
- Participate in emergency mission mechanisms and first response arrangements including UNDAC supporting rapid deployment, continuity and handover of information management tools and data systems.
- Ensure adequate documentation, knowledge transfer and sustainability of systems with national authorities and partners following emergency deployments.
- Perform other duties as required for the effective functioning of the office and organization.
Requirements
- Master's Degree or equivalent in computer science, data science, analytics, statistics, information management, public administration, management or related field, or a Bachelor's Degree with two additional years of professional experience.
- Minimum of two years of experience with a Master's Degree or four years with a Bachelor's Degree in applied analytics, business intelligence, statistics, project management, stakeholder management or related fields.
- Experience using data to support decision-making, strategy development and implementation.
- Experience with self-service analytics and data visualization tools such as MS Power BI, Qlik, Tableau or equivalents, or business intelligence tools like SAP Business Objects.
- Experience with version control tools such as Git is highly desirable.
- Experience with databases or programming languages (SQL, Python, R) is desirable.
- Recent experience working in information management for a regional office of a United Nations agency is an asset.
- Advanced proficiency in Excel and PowerPoint is desirable.
- Fluency in French and English is required.
