The Director of the Office of Information Technology and Communication Systems is responsible for the overall operation, maintenance and development of integrated ICT systems, infrastructure and services including information security within the Department of Safeguards. The role includes strategic leadership, management of staff and resources, and advising on ICT strategy and policy to support the IAEA's safeguards mandate.

Responsibilities

  • Lead SGIS, including its staff, work programme, resources and assets, by overseeing and evaluating the work of the Office to ensure the efficient and effective delivery of results in accordance with the Department’s strategic objectives.
  • Provide strategic direction and leadership for the design, development, maintenance and operations of safeguards ITC systems, with particular emphasis on information integration, quality and security.
  • Establish implementation policies and procedures within the Office in accordance with Departmental policy and strategy, including through the development and maintenance of an appropriate departmental enterprise/process/application architecture, promoting alignment between departmental business strategic goals and ITC initiatives.
  • Contribute to the formulation of safeguards policies, strategic planning and developing innovative approaches to strengthen the efficiency and effectiveness of the safeguards system as part of the Department’s senior management team.
  • Effectively and efficiently lead and manage a team of senior managers and staff and related financial resources assigned to the Office, including the planning and assignment of resources, the implementation of planned activities and assessment of the outcomes.
  • Foster the preservation and growth of knowledge within the Office and the Department.
  • Promote compliance with the Departmental quality management system in the Office, with particular emphasis on the development of new systems in accordance with industry best practices in terms of business ICT alignment and project management.

Requirements

  • Advanced university degree in Computer Science, Information Technology Management, Information Security, or other related technical field. A first level university degree in the aforementioned fields with two additional years of relevant experience may be accepted in lieu of the advanced university Degree.
  • At least 15 years of progressively responsible relevant professional experience.
  • At least 10 years in management of ICT or business/industry with strong IT contribution teams, with focus on security, compliance, adaptability, risk and quality management.
  • At least 5 years of experience at the senior level in an international organization or multinational company, with demonstrated capability in multicultural human leadership and financial resource management.
  • Experience in the complex analysis of information related to international, public security and corresponding ICT solutions.
  • Excellent oral and written command of English.
  • Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
