Individual Consultant: Educational Technology and Digital Pedagogies Expert

The consultant will provide technical support for the establishment and operation of the EdTech Innovation Hub at Phnom Penh Teacher Education College, focusing on digital transformation in education, capacity building, partnerships, resource mobilisation, and development of ICT and AI CPD courses. The role includes strategic advice, training, and quality assurance to support Cambodia's education digital transformation under the STEPCam Phase II programme.

Responsibilities

• Provide strategic technical support for the establishment, daily operations and institutionalisation of the EdTech Innovation Hub at Phnom Penh Teacher Education College
• Lead capacity building activities including designing and delivering training programmes for MoEYS technical departments, EdTech Innovation Hub personnel and Fellows
• Support partnership building and resource mobilisation efforts for the EdTech Innovation Hub
• Provide technical advice and quality assurance for the development of new ICT and AI CPD courses
• Advise UNESCO’s country-level portfolio on EdTech and digital transformation in education
• Facilitate consultation workshops and technical meetings to secure stakeholder buy-in
• Oversee recruitment and selection processes for management personnel and technical experts at the Hub
• Support procurement and installation of digital and physical infrastructure for the Hub
• Develop and operationalize a digital knowledge platform and repository database for research outputs
• Prepare and submit detailed progress reports and strategic plans as per deliverable schedule

Requirements

• At least a Master’s degree in the field of educational technology, digital pedagogies, teacher education, teacher development, or other relevant technical fields
• At least 10 years of demonstrated international experience in educational technology, digital pedagogies, teacher development, or related areas
• Experience in strategic technical support for educational technology initiatives and digital transformation in education systems
• Proven ability to lead capacity building and training programmes in educational technology and digital pedagogies
• Experience in partnership building and resource mobilisation for education technology projects
• Technical expertise in ICT and AI in education, including course development and quality assurance
• Ability to provide strategic advice and support to government education departments and international partners
• Experience in managing complex projects and delivering high-quality reports and strategic plans
• Strong communication and facilitation skills for workshops and technical meetings
• Ability to work both remotely and on-site with relevant stakeholders
