The Assistant Principal Budget supports the Branch Head in drafting, screening, and managing the LANDCOM budget estimates and other funding activities. The role involves budget preparation, execution, financial control, and coordination with fund managers to ensure compliance with NATO financial regulations.

Responsibilities

  • Assist Branch Head in screening, preparing, presenting, executing and administering annual budget and delegated budgets.
  • Draft budget calls, collect budget inputs from staff, evaluate budget requests, and develop budget justifications and calculations for budget estimates.
  • Suggest eligibility for common funding requirements.
  • Manage the budget software system of the Branch and prepare and control approved international budgets.
  • Review proposed budget transfer requests for propriety and compliance with NATO Financial Regulations and approve budget transfers.
  • Collect, analyse and arrange all types of budget-related data for budget preparation.
  • Submit monthly reports on annual budget, CIS funds and delegated budgets.
  • Authorize budget requests concerning international funds within delegated authority.
  • Coordinate with divisional fund managers on fund commitment status, financial limitations, and budget eligibility.
  • Assist in preparation of ad hoc reports for the Command Group.
  • Assist in negotiating and drafting international and support agreements and Consolidated Resource Proposal (CRP).
  • Assist Financial Controller/Branch Head in managing all disbursing activities of the HQ.
  • Prepare annual and exercise budget estimates and present these estimates as appropriate.
  • Prepare travel and hospitality fund related budgets.
  • Prepare the command's medium-term financial plans (CRP).
  • Provide training to Fund Managers on budget-related issues.
  • Act as backup disbursing officer and may act as Fund Manager for portions of budgets.
  • Administer branch budget-related administrative files and documents and maintain budget records for audit purposes.
  • Assist in development of new procedures to improve budget processes.
  • Hold budgetary control authority for assigned programmes on behalf of Branch Head.

Requirements

  • Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related experience.
  • 5 years experience in the field of financial administration.
  • Recent operational experience in the specific skill field at a senior headquarters is desirable.
  • Knowledge of commonly accepted business and military methods of accounting and making disbursements and collections.
  • Previous experience in Oracle Financials and/or the NATO Automated Finance System (FinS) is desirable.
  • FinS training is essential to report on budget.
  • Resource Management Education Programme (RMEP) course is desirable.
  • English language proficiency at SLP 3322 level (Listening, Speaking, Reading and Writing).
  • The HQ's host nation language is required.
  • Ability to work under general direction, use discretion in identifying and responding to complex issues and assignments, and communicate effectively.
  • Must be tactful, possess sound judgment, flexibility, and persuasive personality.
  • Must be capable of analyzing situations quickly and solving problems in compliance with NATO directives.
  • Must be able to work rapidly and cope with a heavy workload with minimum supervision.
