The Human Resources Assistant supports the Client Support and Special Situations Section in the Division for Special Activities at the Department of Operational Support. The role involves assisting in recruitment, personnel actions, entitlements administration, staff development, classification, and general HR office support at the United Nations Headquarters in New York.

Responsibilities

  • Participates in the selection of candidates for secretarial, clerical and related categories positions including evaluating and screening applications, preparing profiles, conducting preliminary interviews, and conducting roster searches for vacancies.
  • Assists in filling posts for all categories including initiating and following-up on reference checks and academic verifications, ensuring completion of pre-recruitment formalities, calculating salaries and benefits, and preparing and dispatching offers of appointment and Statement of Emoluments.
  • Assists in organizing and coordinating competitive recruitment examinations.
  • Oversees maintenance of vacancy announcement files and tracks status of vacancy announcements.
  • Reviews and processes personnel actions through UMOJA.
  • Advises staff on visa matters.
  • Reviews and processes requests for entitlements and claims.
  • Conducts research and prepares written responses to support queries related to HR matters.
  • Assists in organization and conduct of training courses and workshops and provides logistics and administrative support to trainers.
  • Assists in reviewing and processing requests for classification and provides advice on classification procedures.
  • Maintains HR related automated systems and applications including databases and prepares periodic reports.
  • Undertakes research on HR related issues and assists in preparation of notes/reports.
  • Provides general office support services including processing correspondence, budget preparation and monitoring in Umoja, maintaining files/records, scheduling appointments, and monitoring deadlines.
  • Assists with reviewing regulations, rules and policies during surge/start-ups, transitions, downsizing and liquidations and liaises with DMSPC to address challenges and gaps.
  • Reviews and seeks support from DMSPC on exceptions to policies, regulations and rules.
  • Monitors issues and data pertaining to conditions of service.
  • Supports offices in absence of Delegation of Authority and undertakes matching with service providers and handover of HR activities once DOA is granted or a start-up entity's HR team is in place.
  • Performs other duties as required.

Requirements

  • High school diploma or equivalent is required.
  • A minimum of seven years of progressively responsible experience in human resources management, administrative services or related area is required.
  • The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.
  • Experience in the implementation of human resources policies, regulation and rules is required.
  • Experience using an enterprise resource planning (ERP) system such as UMOJA, SAP or similar system is required.
  • Experience with an HR recruitment and onboarding system, such as Inspira or an equivalent system is desirable.
  • Experience in an international organization is desirable.
  • Experience advising clients in human resources administration is desirable.
  • English is required at UN Level II for reading, writing, listening, and speaking.
