The Adviser on Gender Issues provides programmatic expertise and follow-up on mainstreaming gender in OSCE programmes, projects, and activities, focusing on economic and environmental security. The role supports the implementation of the OSCE Action Plan for the Promotion of Gender Equality and advises on integrating gender perspectives across the Organization's comprehensive security work.

Responsibilities

  • Provide programmatic expertise and follow-up in mainstreaming gender in OSCE programmes, projects, and activities, especially in economic and environmental security.
  • Advise OSCE Secretariat departments, Institutions and field operations on integrating a gender perspective in their programmes and projects in line with the OSCE Action Plan for the Promotion of Gender Equality and relevant Ministerial Council decisions.
  • Provide technical expertise and inputs on priority gender mainstreaming issues, liaising with the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA).
  • Draft briefings, proposals, reports, and inputs to the OSCE Annual Progress Report on gender equality related to economic and environmental issues.
  • Draft talking points and statements for senior management and represent the Senior Adviser on Gender Issues in meetings and conferences as required.
  • Advise on designing and implementing projects promoting gender perspectives in comprehensive security, monitor implementation within OSCE standards and frameworks.
  • Perform other related duties as assigned.

Requirements

  • A second-level university degree in gender studies, international relations, political sciences, economics, environmental sciences or other relevant field; a first-level university degree in the said fields in combination with two additional years of relevant experience will be accepted in lieu of the second-level university degree.
  • A minimum of five years (seven years with a relevant first-level university degree) of professional experience in gender issues, human rights, economic or environmental issues.
  • Solid experience in programme management in bi- or multi-lateral development organizations, including field operations.
  • Solid knowledge and awareness of international texts and conventions related to gender equality, especially the Women, Peace and Security Agenda, and concepts of technical co-operation in this field.
  • Knowledge of the OSCE related economic and environmental commitments and fields of expertise would be an asset.
  • Proven ability to analyse and evaluate critical matters in the field of gender equality, preferably in economic and environmental issues, and to design strategies to address them.
  • Excellent drafting skills in English.
  • Professional fluency in English with excellent communication (both oral and written) skills; knowledge of other OSCE working languages, especially Russian, is an asset.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
  • Computer literacy with practical experience using Microsoft applications.
