The UNIDO Representative and Director leads the Sub-Regional Office in Egypt, representing UNIDO in Egypt and countries of coverage. The role involves promoting UNIDO as a development partner, managing field office operations, coordinating technical cooperation projects, and fostering partnerships with governments, UN entities, and development partners.
Responsibilities
- Represent UNIDO in the host country and countries of coverage without UNIDO field presence, promoting the Organization as an effective partner for development and maintaining close contacts with local stakeholders including government institutions, development partners, donors and UN entities.
- Lead the activities of the Sub-Regional Office and contribute to the delivery of sub-regional and national development goals, identifying donors’ technical and funding priorities.
- Contribute to and/or lead the identification, development, implementation, resource mobilization, monitoring and evaluation of integrated technical cooperation projects and programmes at national and sub-regional levels, including Programmes for Country Partnership (PCPs).
- Lead, coordinate and report on UNIDO’s activities in the host country, countries of coverage without UNIDO field presence and the sub-region, contributing to regional strategies and policies to ensure strategic and programmatic coherence.
- Support UNIDO’s engagement with United Nations Resident Coordinator Offices, United Nations Country Teams, Common Country Assessments and United Nations Sustainable Development Cooperation Frameworks.
- Strengthen dialogue and partnerships with government counterparts, private sector, other UN organizations, and bilateral and multilateral partners including Development Finance Institutions.
- Advocate and highlight the relevance and work of UNIDO and ensure dissemination of communication and media content to governments and stakeholders.
- Support Country Offices in the sub-region in daily operations including guidance in business plans and management of financial and human resources.
- Manage the Field Office’s financial and human resources ensuring compliance with staff security, safety, safeguarding of assets, property and information, including contingency planning.
- Ensure coherent and systematic delivery of UNIDO’s services by monitoring activities and programme results, maintaining oversight of project personnel, and preparing business plans and periodic reports.
- Develop a results-oriented and gender-mainstreamed yearly business plan, report on progress, and use results and performance data for evidence-based decision-making and adaptive management.
- Apply Results-Based Management in work planning, implementation, and reporting.
- Carry out other tasks and functions as assigned by supervisory structure.
Requirements
- A first-level university degree (bachelor’s or equivalent) in economics, business administration, international relations, public administration, or other relevant field with specialization in development economics is required.
- An advanced university degree (master’s or equivalent) or Doctorate in the same fields are accepted with a reduced requirement for years of professional experience.
- A minimum of professional experience aligned with the educational level is required, as follows: First-level university degree (Bachelor’s): at least 15 years of relevant professional experience.
- Advanced university degree (master’s or equivalent): at least 12 years of relevant professional experience.
- Doctorate: at least 10 years of relevant professional experience.
- Progressively responsible professional experience, including international levels (outside of own country) in the field of economic development, involving technical cooperation at senior level, is required.
- Experience in evaluating the needs, conditions and problems of developing countries is required.
- Experience in supervising/managing both technical and non-technical teams in aspects of the project cycle (project formulation, design, implementation, monitoring and evaluation) is required.
- Experience in collecting, analyzing, and using performance and results data to support evidence-based decision-making and adaptive management is required.
- Experience in representational functions (outside own country) and experience working in or with the UN system are required.
- Experience in working with intergovernmental bodies, leading with results on strategic partnerships, and resource mobilization is desirable.
- Fluency in written and spoken English is required.
- Fluency in or working knowledge of Arabic is desirable.
- Knowledge of other official languages of the United Nations is desirable.
