The consultant will provide technical support to the Ministry of Health in Vanuatu under the GEF LDCF project to assess institutional capacity and update environmental health strategies related to climate change and health risks. The role involves conducting baseline assessments, reviewing policies, and facilitating workshops to integrate climate-related health risks into national health frameworks.
Responsibilities
- Prepare an inception report with a detailed work plan and methodologies to implement activities and achieve deliverables.
- Conduct baseline assessment of Ministry of Health’s structure, policies, and legislation related to environmental health and climate change.
- Review existing coordination mechanisms for climate change and human health activities and recommend strengthening measures.
- Produce a baseline assessment report with recommendations for integrating climate-related health risks into national standards and guidelines.
- Review existing Environmental Health Strategy and related documents with climate change and health risk considerations.
- Develop a draft updated Environmental Health Strategy for review.
- Facilitate a national review workshop in Port Vila and submit the workshop report.
- Submit a final assignment report including the updated Environmental Health Strategy.
Requirements
- University degree in Public Health, Environmental Health, Climate Change, Health Policy, Public Policy, Health Systems / Health Administration or related fields.
- An advanced degree (Master’s) in Public Health, Environmental Health, Climate Change, Health Policy, Public Policy, Health Systems / Health Administration or related fields is desirable.
- At least 2 years of demonstrated experience in conducting policy/legislation reviews, institutional capacity assessments, and development of policy documents.
- Proven experience and a strong track record in reviewing and developing policy documents within government or public sector institutions is desirable.
- Proven skills in policy analysis and technical report writing, specifically related to climate change and health issues in the context of Pacific Island countries.
- Excellent organizational and communication skills, with experience and abilities in dealing with government and donor institutions.
- Overall competence in working within a public sector setting.
- Fluency in English and Bislama language.
