The Programme Analyst, Gender and Human Rights is located in the UNFPA Country Office in Kampala and supports mainstreaming of gender and human rights issues across UNFPA Uganda programmes. The role involves policy and programmatic interventions, coordination with government and UN partners, and resource management for gender and human rights programming.
Responsibilities
- Contribute substantively to the formulation and design of the country programme and its AWPs in line with Government priorities and UNFPA policies.
- Ensure quality of programme/project design incorporating lessons learned, policies and best practices and establish execution and monitoring mechanisms.
- Analyze and report on programme and project progress using monitoring and evaluation tools; identify constraints and recommend corrective action.
- Write programme and project reports aligned with UNFPA and donor standards.
- Monitor implementing partners to ensure quality implementation and accountabilities.
- Coordinate project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and UN agencies.
- Create and document knowledge about current and emerging trends and issues for knowledge sharing and planning.
- Prepare and manage relevant budgets; monitor expenditures and deliver timely financial reporting.
- Raise requisitions for travel and procurement under e-procurement module in Quantum.
- Manage assets procured by UNFPA and supplied to implementing partners ensuring proper use.
- Analyze and interpret political, social and economic environment relevant to Gender and Human Rights programming.
- Keep abreast with new policy developments and prepare briefs and inputs for policy dialogue and technical assistance.
- Participate in national and sub-national fora to enhance UNFPA mandate on Gender and Human Rights programming.
- Provide substantive inputs to facilitate policy dialogue and positioning of Gender and Human Rights issues within policies and development frameworks.
- Ensure increased availability and use of services including legal services for SGBV victims and improve data collection and analysis.
- Create substantive knowledge of Gender and Human Rights issues and assess technical assistance needs.
- Manage condom programming in consultation with stakeholders for sustainable Gender and Human Rights programming.
- Participate actively in UN coordination mechanisms and joint programmes among UN agencies.
- Advise the GEYD team to ensure needs of adolescents and persons with disability on Gender and Human Rights are addressed.
- Assist advocacy and resource mobilization efforts by preparing documentation and participating in donor meetings and public information events.
- Develop factsheets, briefing materials, infographics, and presentations for advocacy and resource mobilization.
- Prepare project proposals with Gender and Human Rights components and share information about UNFPA funding tools.
- Build strong technical and programme partnerships for advocacy within the ICPD agenda through national institutions and coalitions.
- Monitor and update on existing and potential partnerships and ensure follow-up on recommendations and action points.
- Represent UNFPA at key events regarding its mandate.
- Stand-in for other Programme team members on selected functions as required.
- Carry out any other duties as required by UNFPA leadership.
Requirements
- Master’s Degree in law, human rights, gender, development, population studies and/or other related social science fields.
- At least 2 years of increasingly responsible professional experience in the field of development and population activities required and a focus on gender and human rights is desirable.
- Work experience in the field of Sexual and Reproductive Health and Gender Based Violence is preferred.
- Specialized knowledge and experience in Gender and Human rights approaches including support programmes for survivors of Sexual Gender Based Violence, access to justice and legal services.
- Specialized knowledge and experience in gender-based violence including promotion of women’s access to justice, legal training, national and International laws and policies on gender equality and women’s rights.
- Experience in programme/project management including experience in large multi-sector programmes.
- Experience working with the Ministry of Gender Youth or a Human Rights Organization in Uganda is desirable.
- Field experience is an asset.
- Prior experience in the UN system is an asset.
- A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Uganda is an added advantage.
- Demonstrated ability to work in a team.
- Fluency in English; knowledge of other official UN languages, preferably French.
- Proficiency in current office software applications.
