The Associate HR Co-ordinator plans and co-ordinates HR programmes and interventions, including appointment of senior officials, budget development, and audit follow-up. The role supports strategic HR planning and ensures coherence of HR management services across the OSCE Secretariat and institutions.

Responsibilities

  • Plan and co-ordinate HR programmes and interventions, including appointment of senior officials
  • Develop communication programmes to promote HRM role, objectives, practices, and procedures
  • Co-ordinate the development of HRM Unified Budget and extra-budgetary programmes/projects
  • Review HRM aspects of other extra-budgetary programmes/projects
  • Draft working documents including talking points, summaries, concept notes and presentations
  • Co-ordinate and follow up on responses to audit recommendations concerning HRM in the OSCE
  • Provide technical support and co-ordinate DHR input into organizational documents
  • Recommend process improvements
  • Co-ordinate and facilitate HR actions for appointment/assignment and extension processes for senior OSCE officials
  • Support development of DHR inputs to the Unified Budget process
  • Facilitate cross-cutting HR planning within DHR, the Secretariat and OSCE institutions and field operations
  • Conduct and support assessments of human resource requirements for extra-budgetary projects
  • Support DHR's responses to internal and external audit recommendations related to HR management
  • Perform other duties as assigned

Requirements

  • First-level university degree in human resource management, social studies or a related discipline
  • A minimum of four years (two years with a second-level university degree) of professional-level experience in human resource management, public or business administration, preferably in an international organization
  • Demonstrated experience in co-ordinating among diverse stakeholders
  • Proven knowledge of contemporary HR management issues and practices
  • Experience in drafting, reviewing and presenting business communications, such as talking points, presentations, reports and concept notes
  • Familiarity with project development and management methodologies
  • Experience with budgeting processes, including preparation or review of financial inputs and narratives, would be an asset
  • Excellent oral and written communication skills in English
  • Knowledge of another OSCE official language would be an asset
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Strong digital literacy, including proficiency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint) and use of online communication tools
