The ICT Administrative Officer is responsible for monitoring and providing guidance and operational support to the ICT Department's projects and activities in terms of performance, resources, contracts, and vendor management. The role ensures the department functions efficiently and complies with WIPO's administrative procedures and guidelines.

Responsibilities

  • Coordinate the design and manage end-to-end implementation of dashboards to track the Key Performance Indicators (KPIs) and metrics of the ICT Department.
  • Work closely with business and IT managers to gather ICT monitoring and reporting requirements, plan and oversee their implementation with technical teams, and ensure quality assurance, Transition-To-Operation, maintenance, and support activities.
  • Provide operational oversight and guidance on project performance, resource use, and contract and vendor management to ensure efficient departmental operations in compliance with WIPO’s administrative framework.
  • Drive data collection, processing, and analysis activities, utilize machine learning algorithms and data visualization tools to identify trends and deliver insightful reports on agreed KPIs.
  • Identify, design, and document new KPIs for the ICT Performance Dashboards and oversee their implementation with technical teams.
  • Provide recommendations based on data insights collected.
  • Oversee vendor and contract-related activities for a defined set of contracts, including supervision of yearly vendor performance review and management and resolution of major issues.
  • Organize and lead tendering exercises to select preferred IT vendors, ensuring compliance with Organization's policies and best practices.
  • Collaborate with FinOps specialist to monitor, forecast, analyze, reconcile, and report on on-premises and cloud consumption.
  • Alert on anomalies, propose and implement solutions to rectify issues, and optimize cloud costs.
  • Lead discussions on anomalies, usage, and forecasts with major infrastructure users.
  • Prepare and analyze contracts and financial data related to IT expenditures to identify trends, forecast resource needs, and support financial decision-making.
  • Prepare Purchase Requisitions and follow up with Procurement Unit for Purchase Order creation; ensure reconciliation and receipts of approved invoices.
  • Perform other related duties as required.

Requirements

  • First-level university degree in information technology, information systems management, human resources management, finance, procurement management, public or business administration, international relations or related field.
  • Certification in project and/or program management, e.g. PRINCE2, PMP, Managing Successful Programs (MSP) or Agile (desirable).
  • Certification in Cloud Financial management such as Finops (desirable).
  • At least six years' relevant professional experience including in several or all of the following areas: finance, procurement management, human resources, public or business administration.
  • Relevant work experience in data analysis, design and implementation of KPI, dashboards and reports.
  • Working experience with ERP based administrative systems particularly Oracle (desirable).
  • Working experience with data visualization tools like Tableau or Power BI (desirable).
  • Working experience with Cloud management financial solutions and cloud administration consoles (desirable).
  • Excellent knowledge of written and spoken English.
  • Demonstrated soft skills in critical thinking, creativity, problem solving and adaptability.
  • Ability to communicate effectively both orally and in writing.
  • Excellent interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.
  • Proficiency in digital tools, AI-enabled applications, and online collaboration platforms.
