The Gerente de Protección will manage protection operations and capacity building for protection staff in Venezuela. The role includes project management, coordination with local authorities and humanitarian actors, reporting, and staff management based in Guasdualito, Apure state.

Responsibilities

  • Manage and implement protection projects and activities to meet goals and objectives within the area of responsibility.
  • Coordinate, plan and monitor all protection-related activities including protection monitoring and legal assistance in emergency contexts.
  • Serve as permanent liaison with local authorities, UNHCR and other protection humanitarian actors in the intervention area.
  • Ensure high quality sector interventions and coherence among all ongoing and proposed projects according to DRC strategy, policies, and expert advice.
  • Lead project programs ensuring timely and high-quality deliverables, narrative reports, financial summaries, and cooperation with donors and government counterparts.
  • Develop operational tools and training modules related to the project.
  • Provide inputs for monthly protection monitoring snapshots and quarterly monitoring reports.
  • Provide inputs for donor-required reports.
  • Oversee budget tracking, financial control and expenditure for protection activities including compliance with DRC and donor requirements.
  • Make significant decisions about the unit's purpose, functions, and resource commitments.
  • Manage direct reports including recruitment, dismissal, goal setting, probation, performance evaluation, staff development, and performance management.
  • Lead and manage protection staff including training, coordination, recruitment and capacity development.
  • Provide on-the-job training as needed and adapt training to specific staff needs.
  • Represent DRC and participate in relevant sector and field protection working groups.
  • Supervise knowledge sharing among teams and ensure monitoring and evaluation results are used to improve programs.
  • Ensure coordination with relevant protection actors in the intervention area.
  • Drive program development and growth within DRC program objectives and contribute to national strategy development.
  • Monitor and develop accountability initiatives within the project program and document activity impact.
  • Ensure compliance with internal and external reporting requirements including procurement.

Requirements

  • Master's degree in Human Rights, Political Science, Refugee Law, or any other relevant field or Bachelor's degree in relevant fields with at least 6 years of work experience in similar protection positions.
  • Minimum 4-6 years of proven international experience in protection in NGO projects.
  • Proven experience implementing protection activities in complex emergency contexts.
  • Minimum 3 years of people management experience.
  • Experience conducting humanitarian interventions through and in coordination with partner organizations.
  • Excellent writing and editing skills for external audiences including governments and donors.
  • English language skills are an advantage.
