The International Expert on E-commerce will design, develop and deliver a three-day training course on e-commerce for the Agency for Innovation and Digital Technologies in Tajikistan. The expert will review national strategies, adapt training content, conduct training sessions, and prepare comprehensive reports and recommendations.
Responsibilities
- Review relevant national strategies, policies, legislation, and institutional frameworks related to e-commerce, digital trade, digital economy, customs, taxation, consumer protection, logistics, digital payments, cybersecurity, and SME development
- In co-operation with the line state agency adapt the training content to the institutional needs and knowledge level of participants
- Prepare comprehensive training materials for three days covering key dimensions of e-commerce ecosystems and governance
- Conduct a three-day training adapted to the context and responsibilities of government officials working on e-commerce and digital economy issues in Tajikistan
- Conduct pre-and-post evaluation exercises to assess participants’ learning outcomes and include findings in a comprehensive report
- Complete the final report and recommendations
Requirements
- Advanced university degree (Master’s degree or higher) in International Trade, Economics, Business Administration or other related fields
- At least 7 years of progressive professional experience in e-commerce, digital trade, digital economy policy, ICT regulation, or related fields
- Proven experience of working with state agencies, government institutions and public sector
- Experience in designing and delivering capacity-building programs, workshops, or executive-level trainings for government officials and policymakers
- Understanding of international frameworks and best practices related to UN WTO, UNCITRAL instruments on e-commerce, cybersecurity and data governance would be considered as an asset
- Excellent communication skills and teamwork
- Advanced skills in Microsoft Office applications and online databases
- Professional fluency in Russian and English, knowledge of Tajik is an advantage but is not mandatory
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
