The consultant will conduct a desk study evaluating the contribution of HCFC phase-out management plans to policy development and compliance with the Montreal Protocol. The study aims to identify good practices for project design and implementation to support successful Key Implementation Plans (KIPs).

Responsibilities

  • Collect, review and analyze relevant project and policy documentation submitted to the Executive Committee and internal Secretariat documents.
  • Prepare an inception paper including the methodological design addressing the main issues covered by the Terms of Reference.
  • Synthesize and assess data and develop an advanced draft of the desk study based on documentation and the agreed inception paper.
  • Consolidate supportive data, figures, tables, infographics, questionnaires and data collection tools in annexes to the draft desk study.
  • Present findings and discuss the advanced draft with the Senior Evaluation Officer and relevant Secretariat staff.
  • Prepare the final draft of the desk study integrating comments from the Senior Evaluation Officer, Secretariat staff and stakeholders.
  • Address evaluation questions included in annex I of the referenced document.
  • If recommended, produce a draft inception paper and tentative budget for a potential second phase of evaluation.

Requirements

  • An advanced university degree (Master’s degree or equivalent) in economics, environmental and social sciences, environmental engineering, sustainable development, evaluation or a related field is required.
  • A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • A minimum of ten (10) years of professional experience in evaluation and/or implementation of Montreal Protocol and its Multilateral Fund-related projects and programmes is required.
  • Experience in the design, implementation and/or evaluation of projects with low-GWP alternative technologies to HCFCs is desirable.
  • Knowledge of the implementing agencies technical assistance modalities and of the functioning of the national ozone units is desirable.
  • Knowledge of evaluation methods as well as excellent analytical and drafting skills are desirable.
  • Familiarity with gender-sensitive evaluation is desirable.
  • Fluency in English is required.
  • Knowledge of another UN language is desirable.
