The Investigator supports the assessment and investigation of allegations of misconduct, malfeasance, and other violations within the OSCE. The role involves planning and conducting investigations, analyzing evidence, interviewing witnesses, drafting reports, and supporting counter-fraud activities to enhance governance and compliance within the Organization.
Responsibilities
- Assess incoming indications or allegations to determine whether they are substantiated and represent a prima facie case of misconduct, and provide recommendations to the Chief Investigator
- Propose investigation plans and timetables to the Chief Investigator
- Assist the Chief Investigator on complex investigations, and lead other investigations as required
- Conduct interviews, take statements and analyse facts and findings, obtain and review pertinent documentation, and prepare relevant evidence with attention to chain of custody and due process
- Use theories, concepts and approaches relevant to administrative investigations, with emphasis on fraud, complex IT issues, retaliation, whistle blowing, sexual harassment, sexual exploitation and abuse and violations of OSCE financial/administrative instructions
- Draft complete and concise closure and/or investigation reports, recommend action as appropriate and undertake post-investigation tasks as relevant
- Follow up on the implementation of recommendations, appraise their adequacy based on results achieved by actions undertaken
- Provide guidance and advice to investigative teams tasked to investigate allegations outside of OIO’s mandate
- Make proposals for improving investigation practices, policies and procedures, and in Internal Audit working programmes
- Assist in developing and performing fraud risk assessments to identify vulnerable areas including development of strategies for fraud prevention and detection
- Develop and propose recommended improvements of a remedial and/or innovative nature to improve the control and accountability framework of OSCE
- Perform other related duties and assignments as required
Requirements
- First-level university degree in law, applied criminal justice, business administration, accounting, or another relevant discipline
- A minimum of seven years (five years with a relevant second-level degree) of professional-level experience in investigative activities (legal, judicial or court experience and internal audit work can also be considered relevant experience)
- Demonstrated experience in investigations into complex and serious cases of fraud, corruption and other misconduct
- Demonstrated experience using research, analytical and problem-solving skills including to efficiently and accurately, identify, assess and summarize investigative issues and findings, observations and recommendations
- Demonstrated experience in report writing and conveying complex information in a clear and concise manner
- Professional fluency in English with excellent communication (both oral and written) skills; working knowledge of at least one other language from the OSCE region is an asset
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
