The Senior Safeguards Analyst develops and evaluates new safeguards concepts and approaches; supports Operations Divisions in design and implementation of State-level approaches; coordinates development of additional tools to support safeguards implementation; serves as project manager for Member State Support Programme tasks; and prepares working documents for consideration within the Department of Safeguards and by international consultant and advisory groups.
Responsibilities
- Identify safeguards needs and manage a programme of tasks or actions to address the need.
- Develop, analyse, and document new or enhanced technical safeguards concepts and approaches.
- Provide technical evaluations of State evaluation documents.
- Provide technical evaluations of State-level safeguards approaches and measures in order to determine their acceptability in terms of effectiveness, efficiency, and compliance with IAEA policy and guidance.
- Provide effective planning and coordination of technical meetings and produce accurate summaries of the proceedings and conclusions of the meetings.
- Plan, organize and supervise the work and deliverables of safeguards analysts in the Section, as assigned.
- Provide technical expertise and effectively contribute to safeguards inspections and other field activities.
Requirements
- Master's Degree - Advanced university degree (or equivalent level degree) in nuclear or other engineering, physical science, mathematics, or a safeguards related discipline.
- Bachelor's Degree - University degree in nuclear or other engineering, physical science, mathematics, or a safeguards related discipline with two years of additional relevant work experience.
- At least 10 years of working experience in the nuclear field, including experience in systems analysis and developing and evaluating nuclear safeguards concepts and methods.
- Experience in organizing and conducting working groups and technical meetings.
- Good knowledge of the nuclear fuel cycle and nuclear materials, preferably obtained in the design, operation or regulation of nuclear fuel cycle facilities.
- Thorough knowledge of IAEA safeguards concepts, practices and technology.
- Excellent oral and written command of English.
- Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
