The Financial Management Officer for Climate and Environment Funds supports the fiduciary administration of CEF programmes, ensuring all financial activities are conducted diligently and in accordance with established guidelines. The role involves collaboration with various IFAD divisions and external stakeholders to maintain financial integrity and support programme development.
Responsibilities
- Organising, facilitating, and executing controls to guarantee standardised management of CEF-funded projects.
- Coordinating financial management and procurement of CEF-funded projects ensuring diligence.
- Ensuring regular and adequate application of procedures in all operations.
- Planning administrative, financial, and accounting work to support accurate record-keeping.
- Providing technical support to management units in participating countries.
- Ensuring correct implementation of financial management information systems and safeguarding software and hardware.
- Developing and executing action plans to ensure compliance with CEF reporting requirements.
- Assisting in preparation of Financing Agreements reflecting FM conditions.
- Reviewing project design reports for adherence to CEF requirements.
- Contributing to Project Implementation Manual sections related to accounting and financial reporting.
- Ensuring annual project auditor's terms of reference include assessment of compliance with CEF requirements.
- Providing advisory support to Finance Officers on CEF funding matters.
- Delivering quality assurance for all activities associated with CEF-funded projects.
- Preparing semi-annual reports for the CEF with Financial Controller's Division.
- Monitoring budgets and ensuring compliance and effective use of resources.
- Supervising preparation and verification of accounting reports.
- Ensuring execution of treasury and financing procedures in compliance with donor and government requirements.
- Applying AI and emerging technologies to fiduciary assurance.
- Implementing staff training plans and establishing action plans to track recommendations.
- Coordinating audits and evaluations of programmes and responding to auditor findings.
- Consolidating financial and budget monitoring statements with national coordination units.
- Acting as a role model for change management and transformation.
- Developing and encouraging acceptance of new working methods and automated workflows.
- Providing authoritative advice and guidance on fiduciary policies and climate finance regulations.
- Making recommendations to senior management on financial policy questions.
- Maintaining data integrity and delivering quality assurance for assigned portfolios.
- Collaborating internally with Regional and Country Directors and other staff to ensure consistency and synergy.
- Representing IFAD and PFM in global technical fora as required.
Requirements
- Advanced university degree from an accredited institution in climate finance, finance, business administration or other job-related field. The advanced degree may be substituted by a first university degree and at least five additional years of relevant professional experience.
- Professional qualification in climate finance, economics and sustainable financing or similar professional qualification or equivalent from an internationally recognised institution is mandatory.
- At least five years of progressively relevant sound international professional experience in CEF programmes or in private or public sector financial management (accounting, auditing, finance, economics, financial analysis, business administration and in project administration in a multi-cultural organization or national organization providing support on a global scope).
- Experience with an international financial institution, Climate Finance Institution, audit firm, NGO with global outreach or other relevant institution would be an asset.
- Excellent command of both English and French is required (4 Excellent).
- Desirable: Spanish, or Arabic (3 - Good).
