The Humanitarian Access Manager supports the Area office in Gaza to enable safe and principled humanitarian operations by developing and updating HAS strategies, plans, and SOPs, providing mitigation measures, and coordinating training. The role involves monitoring the context, ensuring compliance with safety standards, contributing to advocacy, and supporting operational continuity and emergency preparedness.
Responsibilities
- Monitor and analyse the context (political, social, security, humanitarian situation, risks, scenarios) in Gaza to ensure reliable information for decision-making.
- Work with management to ensure relevant mitigation measures are in place to reduce risks to an acceptable level.
- Ensure all staff give informed consent based on briefing upon arrival and receive regular security updates.
- Uphold Duty of Care HAS standards and implement corrective measures in collaboration with HR.
- Develop area-based humanitarian access strategies including Red Lines, negotiation options, and engagement plans.
- Contribute to advocacy initiatives focused on access barriers faced by people in need and humanitarian agencies.
- Provide oversight and technical support on security and emergency evacuations as part of emergency preparedness.
- Support operational teams and management during incidents as a Crisis Management Team member.
- Provide technical support on humanitarian access tools and strategies and support capacity building for field staff.
- Contribute to partners' HAS management system and conduct capacity-building activities.
- Coordinate information provision into national and regional contextual and access analysis briefings and dashboards.
- Ensure regular mobility inside Gaza with visits to offices, activity sites, and new areas for programming assessment.
- Ensure operational continuity and accountability of HAS duties including delegation during leave and deployments.
- Lead contingency preparedness to meet duty of care obligations and operational continuity requirements.
- Collaborate with support and program departments at the Gaza Area Office and support the Area Management Group with innovative contributions.
- Design internal and external humanitarian access briefings and data collection tools to raise awareness of access barriers and solutions.
- Maintain up-to-date actor mappings and analyses of key national and international stakeholders relevant to humanitarian access.
- Support NRC teams and partners on humanitarian access and hard-to-reach issues through guidance development, engagement, and capacity building.
Requirements
- Minimum 3 years of experience working as senior Security personnel in a humanitarian/recovery context.
- Previous experience working in complex and volatile contexts.
- Previous experience negotiating humanitarian access with difficult military and civilian interlocutors in hostile environments.
- Experience in working with civilian, governmental and military interlocutors.
- Experience in the Middle East is preferable.
- Knowledge of Arabic is a plus.
- Fluency in English, both written and verbal.
- Applicants must be legally eligible to work in Gaza, Palestine; NRC cannot provide work permits or visa sponsorship for this position.
