The Cash & Voucher Specialist leads the design, development, and implementation of emergency response programmes using market-based approaches including cash and voucher assistance (CVA) within the Rapid Response Mechanism Consortium in Mozambique. The role involves technical leadership, capacity building, policy influence, and coordination with government and partners to promote ethical and effective market-based programming.

Responsibilities

  • Provide technical leadership on Cash and Voucher assistance and Market Systems programming with a focus on Emergency Response within NRC and advisory role for MOZ RRM Consortium partners.
  • Identify trends, technical standards and donor priorities in Cash and Vouchers.
  • Ensure cash and e-voucher is embedded in RRM consortium responses.
  • Provide technical directions to field teams and support project implementation applying Cash and Voucher modality in line with proposals, strategies, and donor requirements.
  • Ensure capacity building of project staff and transfer key skills.
  • Participate in country-level business development activities to secure resources, influence stakeholders, and create enabling environment.
  • Develop guidelines, SOPs, training materials, and indicators for integration of cash and vouchers systems across RRM Responses and other programmes.
  • Engage with local and national authorities, support technical negotiations with government and represent the RRM Consortium in relevant forums.
  • Promote rights of IDPs and conflict-affected populations in line with CO advocacy strategy.
  • Comply with and adhere to NRC policies, guidance and procedures.
  • Identify and carry out periodic appraisals of cash-based programs using appropriate technology and tools.
  • Ensure cash-based intervention procedures, standards and operational guidelines are followed and updated in accordance with NRC policies.
  • Support RRM Consortium in identifying capacity gaps and activities to increase capacity for CVA modality delivery.
  • Build capacity of program field teams to use CVA as a foundation for program design and implementation.
  • Support logistics and program colleagues in market analysis.
  • Promote and strengthen voucher modality including digital voucher in CVA interventions given cash restrictions in Mozambique.
  • Oversee reconciliation with finance department after project implementation.
  • Oversee large-scale multipurpose voucher/e-voucher programme development and operations across NRC Mozambique.
  • Support critical interactions and decision-making with key actors/suppliers in CVA modality application.
  • Support finance and logistic teams in managing relationships with financial service providers, mobile network operators, and private sector for efficient CVA operations.
  • Ensure documentation of lessons learned, success stories and programme impact of CVA and MS programming.
  • Establish and maintain effective monitoring mechanisms for data collection and reporting.
  • Work with MEAL and Area Managers to develop system for addressing community feedback and complaints related to CVA programs.
  • Represent the Consortium at strategic levels, participate in CVA policy discussions coordinating with National Institute for Disaster Risk Management and Reduction (INGD).
  • Contribute to market systems-specific inputs relevant for Country Strategy and Response Plans.

Requirements

  • Relevant university degree.
  • Minimum 4 years of field experience in cash and voucher programming with a focus on CVA from a senior level project implementation position in an emergency context.
  • Technical expertise in cash and voucher assistance and intervention in emergency response (RRM).
  • Experience in multi-stakeholder engagement, building value propositions, in negotiations with government stakeholders influencing policy.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, Portuguese is a pre, both written and verbal.
  • Understanding and experience of the specific demands of CVA and market-based programming in Mozambique or other similar context is required.
  • Competent in building networks, strong problem-solving skills, and ability to influence stakeholders with effective listening, persuasion, negotiation, and other techniques.
  • Experience in working in Emergency Response/RRM in Mozambique or similar contexts.
