The EORE/NTS Coordinator supports strategic development, programmatic direction and technical oversight of Community Liaison activities implementing Non-Technical Survey and Explosive Ordnance Risk Education across DRC areas in Ukraine. The role involves programme design, partnership development, planning, coordination, implementation oversight, reporting, procurement support, people management, quality management, and external engagement.
Responsibilities
- Support the Head of Humanitarian Mine Action setting the strategic direction of the Explosive Ordnance Risk Education and Non-Technical Survey sub sectors in alignment with DRC Ukraine country and area strategies, national mine action strategies, donor priorities, and DRC global technical standards.
- Identify and promote opportunities for synergies and integration with Protection, Shelter and Economic Recovery sectors based on protection monitoring and community needs.
- Support fundraising efforts by providing technical inputs to concept notes and proposals, including setting targets, outputs and indicators and developing budgets and workplans for NTS and EORE activities for both direct and partner led implementation.
- Conduct technical review of partner proposals and budgets in coordination with Grants, MEAL and Partnerships.
- Support the technical assessment of national HMA partners and develop and oversee capacity development plans for NTS and EORE partners.
- Ensure partner-led implementation meets DRC technical and quality standards.
- Ensure DRC Standard Operating Procedures on EORE and NTS are up-to-date and aligned with International Mine Action Standards, National Mine Action Standards and DRC GOPs.
- Advise on safe and effective management of all aspects of Community Liaison and related tasks.
- Identify gaps and inefficiencies in NTS/EORE provision and organise regular coordination meetings for all Areas of Operations.
- Maintain overview of and identify gaps in the provision of EORE sessions, Training of Trainers for local stakeholders and Community Protection Plan activities across all EORE Areas of Operations.
- Provide technical inputs to mass and social media EORE campaigns and ensure new materials, methodologies and tools are of a high standard and consistently applied.
- Maintain oversight of NTS methodologies and tools and propose innovative good practices.
- Develop evidence-based assessment protocols and guidelines and update SOPs for marking methodology of Hazardous Areas in line with NMAS for HMA OM onward approval.
- Establish technical criteria for Suspected Hazardous Area/Confirmed Hazardous Area designation and cancellation in accordance with NMAS.
- Provide technical oversight of Community Liaison activities and advise on community engagement best practices.
- Develop pre and post-clearance protocols and communication strategies and analyze land release impacts in coordination with MEAL and other sectors.
- Coordinate organization of HMA workshops, events, and other public events across all Areas of Operations.
- Set technical standards for NTS/EORE documentation and reporting and provide compilated information on CL activities from all Areas of Operations upon request.
- Support procurement of NTS and EORE related equipment at Area Office and Country Office levels.
- Provide technical oversight responsibilities over EORE/NTS Trainers, Quality Assurance team, Community Liaison Manager, and Supervisors including recruitment, performance management and capacity development.
- Coordinate delivery of relevant training activities for national staff including NTS/EORE, participatory learning techniques, communication and facilitation skills.
- Conduct ongoing reviews and maintain a register for capacity building within EORE and NTS areas for all national staff involved.
- Support Quality Management team on coordinating Quality Assurance/Quality Control visits of NTS/EORE activities and ensure non-conformities are addressed.
- Update relevant SOPs and TMPs for onward approval by the HMA OM.
- Attend national and international Mine Action meetings, workshops, and conferences related to NTS and EORE upon request.
- Conduct ongoing liaison with relevant stakeholders and establish and maintain networks for information exchange.
Requirements
- Minimum 5 years of relevant experience in humanitarian mine action, with demonstrated expertise in NTS and EORE at a senior technical level, evidenced by recognized technical certifications.
- Demonstrated experience in strategic planning and programme development at national level, including technical inputs to proposals, budgets and indicators.
- Comprehensive knowledge of IMAS, NMAS and humanitarian mine action best practices, including community engagement methodologies, risk education principles and non-technical survey processes.
- Experience developing and updating technical standards, SOPs and quality management systems in humanitarian contexts.
- Proven ability to provide technical oversight and influence without direct authority, coordinating effectively across departments and with external stakeholders.
- Experience in partner and localisation management, including technical assessment and capacity development of national HMA partners.
- Experience in external engagement with donors, Mine Action Authorities, government stakeholders and UN coordination bodies.
- Demonstrated commitment to DRC's integrated and outcome-oriented programming approach.
- Excellence in written and verbal communication in English.
- A master's degree in international development, humanitarian affairs, social sciences, or a related field is an advantage.
- Advanced knowledge of Microsoft Office package (with focus on Excel, Word, and PowerPoint).
- Additional qualifications in project management or adult education are an advantage.
- Working knowledge of Ukrainian or Russian would be an advantage.
