The Protection Officer – GBV-CM & PCM Supervisor is responsible for ensuring the quality, effectiveness, and technical soundness of GBV case management services provided by caseworkers. The role includes providing technical guidance, mentoring, supervision, and capacity building to the case management team, ensuring adherence to standards and survivor-centered approaches, and supporting staff well-being and professional development.

Responsibilities

  • Provide ongoing technical guidance and mentorship to GBV caseworkers and PCM Assistants/Officers, ensuring adherence to GBV case management principles, the Inter-Agency GBV Case Management Guidelines, and survivor-centered approaches, Protection Case Management Guideline.
  • Promote staff well-being by creating a supportive environment and facilitating regular debriefings and reflective practices.
  • Conduct individual supervision sessions with each GBV caseworker and PCM officers/Assistant on a weekly basis, dedicating at least one hour per session to review case progress, discuss challenges, and provide technical feedback.
  • Facilitate bi-weekly case management team meetings to encourage peer learning, case conferencing, and team cohesion.
  • Perform a thorough review of case files on a bi-weekly basis to ensure the quality, accuracy, and confidentiality of documentation.
  • Conduct regular capacity assessments of GBV caseworkers and PCM Officers/Assistants, identify strengths and gaps, and develop targeted action plans to address performance and learning needs.
  • Develop monthly supervision plans in collaboration with each caseworker to prioritize follow-up, capacity building, and mentoring activities.
  • Monitor the quality and consistency of data entry into systems, ensuring accurate reporting and data protection protocols are followed.
  • Provide direct supervision and mentoring to case management staff, enhancing their technical competencies.
  • In collaboration with Case Mgt Specialist, identify training needs and develop capacity-building plans for staff and volunteers involved in GBV case management.
  • Deliver training sessions, coaching, and on-the-job support to strengthen staff and volunteers’ understanding of GBV and Protection Case Management principles, case management, psychosocial support, referral pathways, and documentation.
  • Provide direct case management support for complex, high-risk, or sensitive cases that require advanced intervention or where additional support is necessary.
  • Ensure that all interventions uphold the safety, dignity, and confidentiality of survivors and adhere to best practices in survivor-centered response.
  • Undertake any other protection-related tasks as assigned by the Emergency Response Manager and Team Leader, including support in assessments, coordination, reporting, or community-based protection activities as needed.
  • Ensure the maintenance and regular update of case management database and other relevant trackers.
  • Responsible for entering client data on the DRC Case Management IM system or excel forms (as appropriate) in a timely manner.
  • Ensure all case management relevant materials are procured in timely and quality, and ensure proper utilization.
  • Responsible to compile case management weekly/monthly and annually reports as required.

Requirements

  • University degree in social work, Sociology, Psychology, law or other relevant field from a recognized institution.
  • Minimum of 3 years of experience in GBV and Protection Case Management preferably with an international humanitarian organization, of which at least two years in case supervisory role.
  • Demonstrated organizational skills and ability to work in complex and difficult circumstances.
  • Field experience in emergency context is highly desirable.
  • High level of personal initiative, analytical skills and pro-active problem solving.
  • Demonstrated people’s management skills.
  • Strong interpersonal skills and ability to develop and maintain working relationships across the organization.
  • Be a team player.
  • Cultural sensitivity, and commitment and understanding of the values of DRC.
  • Good communication skills.
