The Programme Management Analyst supports the programmatic functions of PSMU, including coordination of Global Project Appraisal Committee meetings, capacity building and training events, knowledge and document management, audits and assessments, and planning, monitoring and reporting on PSMU workplans. The role also oversees PSMU operations including financial, human resources, procurement, ICT, and common services in accordance with UN Women rules and regulations.

Responsibilities

  • Provide coordination support to PSMU work planning, monitoring and reporting.
  • Coordinate with colleagues in PSMU to ensure timely completion of monitoring and reporting exercises for PSMU components of SPRED workplans and budgets.
  • Monitor and report on PSMU’s delivery and balance against workplan activities quarterly and manage budget revisions in Quantum.
  • Coordinate and support mid-year and annual review meetings on PSMU components of workplans.
  • Coordinate the Project and Programme Partner GPAC calendar development and management.
  • Coordinate PAC meetings, distribute project document packages, and document PAC decisions.
  • Conduct preliminary reviews of submitted documentation for completeness prior to substantive review.
  • Liaise with Regional PSMU focal points and HQ sections for Global PAC meetings coordination and documentation.
  • Support project and programme partner system initiatives including User Acceptance Testing and hyper care work streams.
  • Support internal/external audits and assessments including data collection and follow-up on audit recommendations.
  • Coordinate annual Assurance cost recovery, reconciliation, and pre-financing exercises.
  • Coordinate publication of EU funded Programme Partner information on UN Women website.
  • Coordinate PSMU capacity building and training events and provide admin and logistics support for events.
  • Organize learning sessions on relevant procedures and corporate requirements.
  • Coordinate knowledge and document management for PSMU using shared drives and SharePoint.
  • Manage email distribution lists including Communities of Practice.
  • Develop and implement annual workplans for PSMU operations workstream.
  • Oversee all operations activities including budget, finance, HR, procurement, IT, security, and administration within PSMU.
  • Coordinate and facilitate recruitment processes and contract management for staff, consultants, and interns.
  • Serve as HR/Leave Monitor in PSMU.
  • Support logistics and travel arrangements for official travel missions.
  • Exercise financial controls and provide technical expertise for management of financial resources using Quantum.
  • Create PSMU projects in PRISM/Quantum, undertake budget revisions, project award revisions, and operational and financial close of projects.

Requirements

  • A master’s degree or equivalent in Business Administration, Public Administration, Finance, HR, or related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Project Management certification from a recognized global body is an asset.
  • A minimum of 2 years of progressively responsible experience in programme, project management in a large International and/or corporate organization is required.
  • Experience in office management, operations or budget/finance in a large international and/or corporate organization is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, and experience in the use of modern web-based ERP systems such as Oracle Cloud is required.
  • Experience in international development and/or humanitarian work at the country, regional and/or global level is desirable.
  • Experience in the UN system is desirable.
  • Experience in knowledge management is desirable.
  • Experience in strategic planning and/or RBM is desirable.
  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
