The consultant will conduct a comprehensive evaluation of the OSCE Mission in Kosovo's support to police oversight mechanisms, focusing on internal and external frameworks to assess effectiveness, relevance, and sustainability of past interventions. The role involves analysis of investigative practices, complaint-handling procedures, and inter-institutional coordination to provide strategic recommendations and a final evaluation report to guide future programming.
Responsibilities
- Participate at remote meetings with OSCE activity manager to prepare and submit an Inception Report including methodology, evaluation framework, data collection tools and work plan
- Participate in in-person meetings with beneficiaries and OSCE activity manager to collect necessary data and initiate desk-based analysis
- Conduct desk research analysis of relevant documents and submit draft evaluation report for review
- Prepare and deliver the final evaluation report
Requirements
- Advanced university degree in law, criminology, security studies, human rights, political science, or a related field
- A minimum of 7 years of relevant professional experience in evaluating programs related to police reform, internal affairs, or security sector oversight
- Demonstrated expertise in conducting complex evaluations, specifically focusing on institutional accountability, integrity mechanisms, and human rights compliance in a multi-stakeholder context
- Proven knowledge of police oversight frameworks, including the functions of internal investigation departments (IID) and external police oversight bodies
- Strong experience in applying qualitative and quantitative research methodologies, including desk reviews of sensitive investigative reports, key informant interviews with police officers, and facilitation of focus group discussions
- Experience working with international organizations, preferably with the OSCE or similar organizations (e.g., UN, EU) in the Western Balkans, is considered a significant asset
- Excellent analytical, drafting, and reporting skills, with a proven ability to produce high-quality evaluation reports that include strategic recommendations for future programming
- Strong interpersonal and communication skills, with the ability to engage effectively with senior police officials, inspectorate staff, and international stakeholders
- Excellent command of English (written and oral); proficiency in local languages (Albanian or Serbian) is considered an asset
