The Public-Private Partnership Officer will lead the design and implementation of project interventions that promote inclusive economic recovery through public-private partnership initiatives and employment opportunities in target hromadas. The role involves technical advisory, capacity building, partnership development, monitoring, and reporting to support Ukraine's recovery and reconstruction efforts under the Area-Based Recovery Framework.

Responsibilities

  • Perform rapid assessments of needs and development opportunities for local communities, businesses, and other stakeholders.
  • Provide technical advice for the preparation of public-private partnership (PPP) concepts, prefeasibility and feasibility studies, basic financial models, and risk allocation options to support implementation of PPP projects and pilot initiatives in target hromadas.
  • Support local authorities to identify, map, structure, and prioritize community-level investment projects suitable for PPP or private participation based on strategic fit, public need, bankability, and feasibility.
  • Provide technical and advisory support throughout the PPP project cycle, strengthen capacity of stakeholders, and ensure projects are bankable, sustainable, socially inclusive, and environmentally sound.
  • Develop and implement capacity-building programs for business service providers, authorities, private sector, etc. on PPP mechanisms and business opportunities.
  • Ensure PPP initiatives integrate inclusive employment objectives for veterans, women, youth, and other war-affected groups.
  • Offer technical and thematic direction and supervise consultants and contractors conducting economic assessments, research, and knowledge products.
  • Coordinate implementation of UNDP low-value grant programs for NGOs and business service providers.
  • Manage operational tasks including procurement, resource management, and project planning in accordance with UNDP guidelines.
  • Coordinate and manage day-to-day activities of assigned portfolio to optimize resources and achieve project objectives.
  • Provide subject matter technical advice and ensure outputs are delivered on time, within budget, and to high-quality standards.
  • Ensure alignment with UNDP policies and gender equality mainstreaming in project interventions.
  • Develop and maintain relationships with partners, government officials, local authorities, businesses, international stakeholders, NGOs, and beneficiaries to support objectives and align with national recovery priorities.
  • Maintain stakeholder mapping and analysis to leverage participation and engagement; prepare briefs and recommendations for management.
  • Provide technical support to implementing partners and act as liaison between UNDP and partners.
  • Support resource mobilization and project development efforts.
  • Review and update results framework indicators, baselines, and targets; develop data collection and reporting systems; provide inputs for ABR ActivityInfo platform.
  • Monitor implementation progress and manage emerging issues, problems, and risks; conduct field visits.
  • Coordinate with Finance team to ensure timely and appropriate management of budgets and financial resources.
  • Prepare corporate, donor, and government reports in line with schedules and requirements.
  • Contribute to operational and financial closure of projects.
  • Identify, document, and share best practices and lessons learned from projects and partners.
  • Participate in knowledge networks and communities of practice related to project issues.
  • Promote advocacy on development trends and collaboration opportunities with partners and UNDP communications staff.
  • Assist in mainstreaming gender equality and women’s empowerment in the field of expertise.
  • Promote a safe, inclusive work environment free of discrimination and abusive behaviour.
  • Support awareness and briefing on corporate sexual harassment and exploitation policies.
  • Perform other duties as necessary for efficient functioning of the Office and Organization.

Requirements

  • Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Management, Economics, Political Sciences, Social Sciences, Law, or related field is required, or a first-level university degree (bachelor’s degree) in the areas stated above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in the design, implementation, monitoring and evaluation of humanitarian or development projects, public-private partnership development, public procurement or other relevant area.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
  • Experience of working in international/multilateral organizations is desirable.
  • Proven ability to draft, edit and produce written proposals, advisory documents, terms of reference, analytical documents and results-focused reports.
  • Demonstrated experience in establishing and maintaining effective professional networks and developing strategic partnerships with a diverse range of stakeholders.
  • Knowledge and experience in labor market support, entrepreneurship promotion, business development or other relevant economic field.
  • Fluency in English and Ukrainian is required.
