The Senior Project Officer (Financial Sector) will contribute to financial sector development work in Pakistan, including loan and technical assistance processing, portfolio management, and sector activities focusing on capital markets, microfinance, financial inclusion, and Islamic finance. The role involves leading pipeline development, coordinating with government and private sector stakeholders, and mentoring junior staff.
Responsibilities
- Lead and contribute to the Pakistan Resident Mission and SD3-FIN’s financial sector pipeline development work in Pakistan.
- Lead and provide technical support in the preparation, approval and administration of loan and technical assistance projects related to financial sector development including capital market development, insurance sector, and financial inclusion.
- Maintain close coordination with development partners active in the assigned sectors to ensure complementarity of initiatives and pursue opportunities for collaboration.
- Co-lead and participate actively in the processing and administration of assigned lending operations and technical assistance.
- Draft relevant project/program documents including sector assessment, economic assessment, and risk assessments.
- Design and participate actively in SD3-FIN missions, coordinating with government and private sector to maximize impact.
- Maintain close liaison with government officials, financial sector players and private sector stakeholders, providing inputs to SD3-FIN staff.
- Assist in conducting research, updating information on the assigned sector, analyzing financial, institutional or economic uses, and preparing reports.
- Monitor and analyze national, sub-regional and global developments and trends in the assigned sectors and prepare periodic reports or briefs.
- Prepare information and briefing notes on topics as requested by the government.
- Lead/support sector and project missions, obtaining internal approvals and managing the team for efficient processing.
- Monitor progress of assigned projects/programs and prepare project performance and TA completion reports.
- Prepare updates and forecasts of contract awards and disbursements, identifying factors responsible for shortfalls and addressing issues to expedite achievement of targets.
- Maintain up-to-date knowledge base of government plans, approval processes, organizational structure, and policies relevant to assigned sectors.
- Lead and participate in Project/Program Reviews or Country Portfolio Review missions, including domestic travel as required.
- Raise awareness about ADB’s activities in the financial sector through active dialogues with key officials and market players.
- Lead and contribute to meetings, conferences, seminars, and workshops, producing reports as required.
- Mentor and oversee administrative staff.
- Perform any other duties needed and/or reflected in the incumbent’s work plan.
Requirements
- Bachelor’s degree in economics or finance, or related fields; preferably with Master's degree or equivalent in economics, finance, management or related fields.
- At least 8 years of experience in project management and implementation.
- At least 4 years of supervisory experience.
- Diversified experience in financial sector development with sound understanding of infrastructure finance and capital markets.
- Experience with government finances, including state-owned enterprises, at the federal and state-level in Pakistan.
- Sound knowledge of government administrative systems and procedures.
- Ability to mentor junior staff to facilitate work planning, delivery and quality review.
- Ability to liaise and work effectively with government officials within own work location.
- Ability to work collaboratively with teams as a constructive team member.
- Strong problem solving skills, great responsiveness, and strong client orientation (both for internal and external clients).
- Excellent oral and written communications skills in English.
