The RMNCAH Consultant will provide targeted technical assistance to support the development of the Global Fund Cycle 8 Funding Request for Kenya, focusing on integrating RMNCAH service delivery platforms with HIV, TB, and Malaria services. The consultant will work with multiple stakeholders to design integrated service delivery packages, lead drafting of application components, and support community health systems strengthening.
Responsibilities
- Work with the proposal development team and relevant stakeholders to identify and design integrated service delivery packages leveraging RMNCAH platforms to expand HIV, TB, and Malaria services.
- Support integration of interventions addressing gender-related barriers and violence against women and girls into primary healthcare service delivery systems.
- Lead drafting of application components including quality improvement, capacity building, tiered Scope of Practice and Regulatory Framework for nurse- and midwifery-led models of care, supportive supervision, and interventions addressing human rights and gender-related barriers.
- Ensure community health systems strengthening interventions promote sustainable access and strengthen linkages and referral pathways between community and primary healthcare platforms.
- Collaborate with RSSH and PSM teams to design approaches strengthening last-mile delivery of health commodities and services, focusing on adolescent girls and young women.
- Develop and define indicators to track integration and performance of RMNCAH/HTM services across the continuum of care.
- Prepare final consultancy report and PowerPoint presentation summarizing proposed integration approaches and interventions.
Requirements
- Health professional with a minimum of a Master’s degree in Public Health, Health Systems or related field.
- Minimum 5 years of working experience, with deep familiarity with the Kenya health system and demonstrated experience in SRHR/RMNCAH, HIV, TB, and malaria programming and service delivery.
- Strong expertise in health systems strengthening (HSS), Sexual and Reproductive Health and Rights (SRHR) and Gender-Based Violence (GBV) interventions in Kenya.
- Competitive proposal writing skills and proven ability in designing, piloting, evaluating, and scaling up innovative strategies to integrate and mainstream HIV, TB and Malaria services into the country’s UHC agenda.
- Strong program design skills, including capacity to prepare logical, coherent, and consistent documents including log frames and budgets.
- Demonstrated capacity to coordinate and work with diverse groups/teams of national and/or international level consultants.
- English language required.
- Consultant will be expected to undertake some mandatory courses such as Security (BSAFE) and the Prevention of Sexual Exploitation and Abuse (PSEA).
