The Grievance Redress Senior Associate supports the project team in Kabul by managing the grievance redressal mechanism (GRM) to ensure effective handling and resolution of community complaints. This role is critical for maintaining project integrity and stakeholder trust in a challenging humanitarian context.
Responsibilities
- Manage the establishment of a grievance redressal mechanism (GRM) as per the Environmental and Social Management Framework (ESMF) and Stakeholder Engagement Plan (SEP).
- Formulate and integrate grievance uptake channels including a toll-free phone line.
- Institutionalize protocols linking Grievance Redressal Committees (GRCs) at various levels.
- Establish and maintain a GRM-related database and produce reports on grievances and trends for project progress reports.
- Report severe incident grievances to Programme Director, Head of PIU, and World Bank within 48 hours.
- Coordinate training for Facilitating Partners and Community Liaisons to establish and train GRCs in communities and project sites.
- Coordinate training for higher-level GRM committees including gender-based violence and sexual harassment redressal mechanisms.
- Support design and dissemination of GRM communication plans with the Communications Officer.
- Inform and brief project management on grievances impacting the project and support quick actions.
- Perform other related duties as required by the Head of PIU.
Requirements
- High School Diploma with 7 years of relevant experience.
- Secondary School Diploma with 7 years of relevant experience.
- A first-level university degree (e.g. Bachelor) in management, business administration, development studies or other relevant discipline is desired.
- A minimum of 7 years of experience in designing and managing grievance redressal mechanisms for development projects is required with high school and 3 years with bachelor degree.
- Experience working with the World Bank, UN agencies or other donor agencies, government ministries, and/or non-governmental organizations (NGOs) is valued.
- Fluent proficiency in English is required.
