The Oficial de Seguridad y Acceso Humanitario is a key member of the base management team in Estado Sucre, responsible for ensuring the safe and effective implementation of DRC programs, maintaining humanitarian access, monitoring security risks, and liaising with local actors to facilitate operations.
Responsibilities
- Participate actively in program team planning meetings to integrate risk analysis and access strategies from activity design.
- Establish and maintain a network of contacts with local authorities, community leaders, counterparts and other stakeholders to facilitate safe access to operations.
- Act as focal point to negotiate safe humanitarian access to vulnerable communities in coordination with program teams.
- Support the Base Manager in implementing, evaluating and updating all local security procedures and standards.
- Provide timely advice on security risk management and access in program development and execution.
- Identify access barriers and support program teams to develop and implement community engagement strategies to promote acceptance and access for DRC.
- Continuously monitor and analyze security and access incidents and trends in Estado Sucre.
- Respond to security incidents maintaining close communication with the Base Manager and National Security team.
- Immediately report any sudden changes in context affecting staff security or access to operational areas to the Base Manager.
- Conduct periodic Security Risk Assessments (SRA) for intervention areas and exploratory missions in new zones.
- Support preparation and delivery of Security Incident Reports (SIR) to the Base Manager and national security team.
- Provide contextual inputs for humanitarian situation reports.
- Coordinate communication with relevant actors on all matters related to staff security and humanitarian access.
- Maintain and regularly update a contact list of stakeholders in the operational area.
- Work closely with National Security and Access Coordination to ensure consistency in procedures.
- Support the Base Manager in conducting security inductions for new staff and visitors.
- Deliver training on security procedures and context awareness for all base staff.
- Promote internal awareness and knowledge of organizational access documents and strategies.
Requirements
- Minimum 2 years of experience in a similar position, preferably in security, humanitarian access or logistics with national and/or international humanitarian organizations.
- Deep knowledge of the social, political and security context of Estado Sucre and ability to establish contact networks in the area.
- Ability to work in a fluid, unpredictable and complex security environment and availability to work irregular hours if required.
- Excellent communication, negotiation and diplomacy skills to interact with a wide range of actors.
- Strong analytical and problem-solving skills.
- High level of computer literacy with excellent skills in MS Word, Excel and PowerPoint.
- University degree in social sciences, international relations, administration, logistics or a related field.
