The Digital Health Monitoring and Evaluation (M&E) Officer will monitor, evaluate, and strengthen the performance, adoption, data quality, and sustainability of digital health systems supported by the Ministry of Health and WHO. The role supports implementation of the Vanuatu Digital Health Strategy 2025–2030 and works closely with multiple health and digital teams to improve health information systems and digital health solutions.

Responsibilities

  • Track facility reporting rates, timeliness, and completeness across all DHIS2 modules and program-specific indicators.
  • Assess data use for decision-making at facility, provincial, and national levels and evaluate data quality improvements over time.
  • Identify underperforming facilities/programs and recommend corrective actions including targeted user training and supervision.
  • Monitor and evaluate multiple digital health platforms including DHIS2, Heartcare, Go.Data, EWARS, WHOnet, Power BI dashboards, Telemedicine, Starlink connectivity, Digital Literacy and Capacity Building, and mSupply for supply chain management.
  • Provide secretariat support to the Digital Health Steering Committee and related subcommittees.
  • Prepare concise findings and recommendations for the Digital Health Unit and governance committees.
  • Recommend practical improvements and escalate unresolved issues to the Manager Digital Health Unit.
  • Maintain issue log and corrective action tracker for digital health systems.

Requirements

  • University degree in public health, Health Informatics, Clinical Science, IT Systems Analysis, Information systems or related discipline.
  • Postgraduate qualification (master’s degree) in health information systems or digital health or related discipline is desirable.
  • At least five years of relevant experience in information systems, digital health, monitoring and evaluation, or health programme implementation.
  • Proven experience conducting routine data quality assessments and performance analysis across multiple systems, including identification of trends, gaps, and bottlenecks.
  • Hands-on experience in developing dashboards, monitoring tools, and analytical outputs such as issue logs, performance reports, and root-cause analyses.
  • Experience translating analysis into practical corrective actions including system configuration updates, workflow improvements, SOP adjustments, and targeted user support interventions.
  • Experience working with government counterparts and multi-disciplinary teams including clinical, public health, and IT stakeholders.
  • Experience working with WHO-supported digital health platforms including DHIS2, Go.Data, EWARS, electronic registries, or laboratory and clinical information systems is desirable.
  • Experience in supporting public health programmes such as immunization, NCDs, surveillance, or communicable disease control is desirable.
  • Experience in supporting change management and capacity-building initiatives in digital health or HIS environments is desirable.
  • Prior experience working with WHO, UN agencies, or development partners, particularly in small-island or resource-constrained settings is desirable.
  • Competence in defining and operationalizing digital health KPIs and routinely tracking system performance across multiple platforms.
  • Competency in Microsoft Office applications including Word, Excel, and PowerPoint.
  • Advanced skills in data quality assessment, validation, and performance analysis across systems such as DHIS2 and related applications.
  • Ability to produce actionable monitoring outputs including dashboards, scorecards, issue logs, and root-cause analyses.
  • Proven ability to translate analytical findings into structured corrective actions including system configuration improvements, workflow and SOP adjustments, and targeted user support and training interventions.
  • Ability to monitor and verify the effectiveness of interventions ensuring measurable improvements in system adoption, data quality, and performance.
  • Ability to work independently and collaboratively within multidisciplinary teams.
  • Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions, or NGOs is considered an asset.
  • Ability to travel domestically where required.
  • Fluency in English and Bislama languages.
