The Regional Movement Cooperation Coordinator leads and manages ICRC engagement in Central Asia, developing Movement cooperation strategy and providing analysis of Movement dynamics. The role involves guiding partnership arrangements, supporting National Societies, and coordinating with ICRC Protection activities to enhance Movement cooperation and capacity-building.

Responsibilities

  • Lead and manage ICRC engagement in the five countries of Central Asia.
  • Develop Movement cooperation strategy and provide regular analysis of Movement dynamics and trends.
  • Set and implement cooperation objectives in line with ICRC Movement policies and in consultation with National Societies.
  • Guide development of joint procedures and operational partnership arrangements in the Central Asian Region.
  • Oversee risk-management and accountability activities related to Movement partnerships.
  • Integrate and apply Movement policies and framework into daily work of Missions.
  • Support participation of National Societies in Movement events and prepare Missions accordingly.
  • Ensure operational partnership objectives include capacity-building and Safer Access Framework elements.
  • Provide support to National Societies in emergencies and guide Missions for collective Movement approach.
  • Support common strategy among Movement partners regarding integrity, legal basis, emblem protection, and status laws.
  • Develop and maintain comprehensive overview of Movement activities and advise on ICRC’s position and coordination.
  • Ensure coordination with ICRC Protection activities, notably Protection of Family Links programs.
  • Guide delegation and Missions in finding proper models for Movement cooperation in leadership, coordination, communications, IHL promotion, fundraising, and security management.
  • Support National Societies in analysis of external stakeholders and advise on operational agreements.
  • Coach teams to develop skills for working with Movement partners and contribute to organizing Cooperation-specific or Movement courses and workshops.

Requirements

  • University Degree (Masters’ in International Relations, Political Science or related field).
  • 10 years professional experience.
  • Minimum 1-2 assignments as Movement Cooperation Coordinator 1.
  • Experience in international humanitarian work at the ICRC or another Movement Component (NS and/or International Federation of Red Cross and Red Crescent Societies).
  • Professional experience in programme management.
  • Excellent knowledge of English and knowledge of another ICRC language (Russian).
  • Proven record in building and developing networks and partnerships (Movement or other).
  • Fluency in English, Russian and local language is required.
  • Candidates must be citizens of one of the four countries Uzbekistan, Tajikistan, Kyrgyzstan or Kazakhstan, or have a valid work permit to work within Central Asian countries.
