The Oficial de Operaciones is responsible for strengthening IRC's response capacity by ensuring all procurement, storage, transport, distribution, and asset management comply with quality standards, donor regulations, and internal policies. The role supports multisectoral interventions including food security, primary health care, reproductive health, mental health, gender-based violence prevention, and education in emergencies, ensuring effective delivery to vulnerable populations with a focus on protection, gender equity, and human rights.
Responsibilities
- Coordinate with supervisor to perform and document price and cost analysis related to procurement activities, ensuring reasonableness and compliance with IRC and donor regulations.
- Ensure proper control of procurement of goods and services according to IRC policies and procedures.
- Facilitate procurement aspects related to program planning and upcoming resource needs.
- Track deliveries with suppliers or IRC staff, ensuring timely receipt of supplies, services, and equipment, including routine communication and coordination with requesting staff.
- Coordinate with finance, administration, and program departments to ensure integration of internal controls, timely payments to suppliers, and complete auditable documentation.
- Manage, monitor, and follow up on asset management including updates, monthly reporting, and action suggestions.
- Ensure use of organizational formats for all supply chain processes including warehouse, fleet, and assets.
- Ensure adherence to procedures, policies, and standards in each step of the supply chain execution.
- Manage, monitor, and follow up on rented fleet management including updates, monthly reporting, and action suggestions.
- Ensure all supply chain related documents (electronic and printed copies) are organized and up to date, supporting IRC Colombia's document management strategy and compliance with general structure.
- Report any deviations in procurement processes timely, identify and document them, and suggest corrective steps in coordination with supervisor according to IRC regulations.
- Manage on-site office lease contracts and service payments as applicable.
- Perform any other functions assigned by supervisor to achieve objectives.
Requirements
- Professional degree in Administration, Logistics, Engineering, Business field or related careers.
- 1-3 years of specific experience in procurement, logistics, warehouse (supply chain) tasks.
- Strong organizational performance skills, ability to interact effectively with international and national staff.
- Intermediate oral and written English level.
- Advanced proficiency in Microsoft Office tools.
- Understanding of ethics in procurement procedures and compliance with donor regulations.
- Demonstrated ability to multitask and process information promptly to avoid program delays.
- Passion for NGO work with a positive mindset and team-oriented attitude.
- Reliable, flexible, self-taught, and able to work well under pressure and time constraints.
- Availability to travel to field as required.
