The consultant will conduct a comprehensive Quantification Capacity Assessment (QCA) in the Philippines to evaluate and enhance the capacity for effective supply chain management of reproductive health commodities. The role involves assessment, reporting, communication of findings, and providing feedback to improve quantification practices and supply chain management systems.
Responsibilities
- Conduct a comprehensive in-country Quantification Capacity Assessment using UNFPA methodology, including convening and interviewing key informants and assessing data and documents.
- Draft a detailed final report presenting findings, strengths, weaknesses, opportunities, threats, and actionable recommendations.
- Communicate assessment findings through presentations and discussions with national stakeholders, UNFPA country offices, and international partners.
- Participate in dissemination efforts and contribute to global knowledge sharing on supply chain management and quantification best practices.
- Provide continuous feedback to refine UNFPA's quantification assessment methodology and enhance future assessments.
- Support stakeholders by providing direct feedback to guide strengthening of quantification processes.
Requirements
- Master's Degree in Supply Chain Management, Public Health disciplines, Procurement or Logistics, Business Administration, International management, International Law or related fields.
- Additional qualification in regulatory sciences, health policy and administration or health systems management is an asset.
- Minimum of two (2) years of relevant progressively responsible professional experience in supply chain management.
- Experience in conducting assessments and capacity building in supply chain management, preferably in public health or humanitarian contexts.
- Professional written and spoken presentation skills, including report and presentation development, and ability to synthesize complex supply chain documents for technical and non-technical audiences.
- Strong interpersonal skills and capability to develop and maintain broad diversified partnerships.
- Basic knowledge of principles and operational aspects of integrated reproductive health care in global development and humanitarian community is an asset.
- Knowledge of UNFPA mandates, policies, and guidelines is an asset.
- Fluency in English.
