The consultant will enhance the capacity of women and fishing communities in Timor-Leste to understand early warning systems and climate-related disaster risks through targeted awareness and education campaigns. The role involves developing communication materials, facilitating training sessions, and reporting on campaign outcomes in collaboration with UNEP and project teams.
Responsibilities
- Conduct desk review and develop workplan.
- Develop a Concept Note for an awareness and education campaign.
- Review gender-responsive Information and Education Communication (IEC) content materials such as stickers, posters, banners, pamphlets.
- Run awareness campaigns for fisher communities in Dili and in multiple locations in Manatuto, Baucau, Lautem, and Viqueque municipalities.
- Support and strengthen community-level networks that bring together women and other stakeholders to foster collaboration in disaster risk management activities.
- Report on awareness and education campaigns including pre-test and post-test evaluations and lesson-learned reports.
Requirements
- An advanced university degree in Disaster Risk Management, Environmental Science, Public Health Management, Social Science, Climate Change, Community Development or a related field is required.
- A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
- Minimum of 5 years of experience in gender-related work and developing and facilitating training programmes/community awareness campaigns and educational initiatives on early warning systems at national and community level, especially in Environment/Climate Change/Environmental impact on health and marine sectors.
- Strong knowledge and experience of gender equality and inclusive participation.
- Experience working with women’s groups, local NGOs, CBOs, or community leaders in Timor-Leste is highly desirable.
- Familiarity with local customs and practices in Timor-Leste to ensure culturally appropriate training and engagement is desired.
- Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural environment.
- Fluency in oral and written English and Tetun is required.
- Knowledge of other UN languages is an advantage.
