The Headquarters Security Officer (HQSO) is responsible for applying NATO HQ Security Regulations, investigating security breaches, overseeing construction security, and advising on security measures at NATO Headquarters. The role requires flexibility for occasional travel and working outside normal hours.

Responsibilities

  • Assist and support the Head, HQ Security and Awareness, to implement all relevant security measures including enforcement of security regulations and access management.
  • Investigate and supervise corrective measures regarding incidents of misconduct and security breaches.
  • Propose and draft security procedures relating to NATO HQ in collaboration with colleagues and Host Nation Security Authorities.
  • Manage, monitor and supervise work projects to achieve successful results and contribute to issue resolution.
  • Adjust plans and respond flexibly to changes in requirements.
  • Propose and follow budgets, annual expenditure and financial resources to execute timely purchases and avoid duplications.
  • Ensure adequate equipment and relevant information accessibility for the Service’s functions.
  • Train, mentor, coach and provide guidance to staff, ensuring regular and objective feedback.
  • Identify opportunities to improve processes and working methods to enhance organisational efficiency.
  • Advise on professional education and training of staff under their service.
  • Ensure effective cooperation and maintain interaction with internal and external stakeholders for timely implementation of security regulations and procedures.
  • Coordinate insertion of security clauses with stakeholders, particularly Procurement Officers, involved in contracts covering works at NATO HQ.
  • Perform any other related duties as assigned.

Requirements

  • Possess a university degree or equivalent relevant qualification.
  • Minimum of 5 years of experience in implementation of security policies and development of security procedures.
  • Experience in conducting security investigations.
  • Excellent writing skills to draft clear and concise reports, directives, and procedural instructions.
  • Minimum language proficiency levels in NATO official languages (English/French): V (Advanced) in one and III (Intermediate) in the other.
  • Experience in construction security and drafting construction security plans is an advantage.
  • Experience in interpretation and application of security policies and development of local security procedures is an advantage.
  • Knowledge of computer security and application of information access restrictions is an advantage.
