The Assistant Director leads the monitoring and surveillance of regional economic integration in ASEAN, coordinating the implementation of the ASEAN Economic Community Monitoring, Evaluation, Accountability and Learning Framework 2045. The role involves strategic coordination, governance support, economic research input, and communication to support ASEAN economic integration initiatives.

Responsibilities

  • Undertake and coordinate monitoring and surveillance of regional economic integration in ASEAN including leading the implementation and enhancement of the ASEAN Economic Community Monitoring, Evaluation, Accountability and Learning Framework 2045.
  • Develop, maintain and communicate methodologies, guidelines, reporting frameworks and mechanisms for consistent monitoring and reporting of AEC implementation.
  • Analyse implementation progress, identify challenges, risks and bottlenecks, and formulate recommendations for evidence-based decision making.
  • Coordinate preparation of periodic reports and updates for high-level ASEAN meetings.
  • Supervise development and enhancement of the AEC MEAL Framework Digital System.
  • Develop and manage projects and technical assistance programs related to monitoring and surveillance of regional economic integration.
  • Collaborate with other ASEAN divisions to strengthen cross-pillar regional integration monitoring.
  • Lead adoption of innovative digital tools including AI and data analytics to improve monitoring and reporting.
  • Provide strategic coordination and governance support for ASEAN economic integration initiatives including serving as focal point for institutional arrangements and governance processes.
  • Lead preparation and coordination of the Committee of the Whole and AEC Council meetings and facilitate follow-up actions.
  • Support and coordinate work of ASEAN economic integration higher bodies and promote whole-of-Secretariat approaches.
  • Provide inputs to support economic research and policy analysis programs at ASEAN Secretariat.
  • Identify emerging issues and recommend priority areas for research and analysis.
  • Facilitate translation of analytical findings into actionable recommendations.
  • Champion organisational learning through dissemination of monitoring findings and lessons learned.
  • Ensure effective reporting, information dissemination, communication and advocacy on ASEAN economic integration.
  • Lead preparation and dissemination of high quality monitoring reports for internal and external audiences.
  • Translate monitoring findings into policy-relevant communication products.
  • Develop and implement communication and advocacy initiatives to enhance awareness and visibility of ASEAN economic integration.
  • Prepare briefing notes and strategic inputs for ASEAN leadership interventions.
  • Represent ASEAN Secretariat in relevant regional and international forums.

Requirements

  • Advanced university degree (preferably PhD) with strong academic qualifications in Economics, Public Administration, Public Policy, Evaluation studies or Business Analytics.
  • Extensive knowledge and substantive senior-level experience, with minimum of six (6) years in conducting economic research, policy analysis, monitoring and evaluation, or project management gained in international/regional development institutions, research institutes, public sector, academe, and development and research consulting.
  • Strong understanding of and demonstrated ability to leverage digital and emerging technologies, including artificial intelligence to improve monitoring, evaluation, reporting and organisational learning.
  • Demonstrated skills in development of policies and procedures.
  • Sound financial, material and human resource management and supervisory skills.
  • Proven ability to develop and maintain sound working relationships with government officials, public and private sector organizations, and other stakeholders.
  • Proven ability for accuracy under pressure and adherence to deadlines.
  • High-level interpersonal, negotiation and communication skills, including experience in cross-cultural environment and international settings.
  • Commitment to teamwork and collaborative work practices.
  • Sound understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
  • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook.
  • Excellent command of English, written and spoken
