The Senior Supply Chain Officer is responsible for managing and delivering effective supply chain support in Kampala in compliance with IRC and donor regulations. The role includes procurement, transport, inventory and asset management, supply chain reporting, and providing technical support to field supply chain teams.

Responsibilities

  • Ensure Supply Chain functions comply with IRC policies, donor regulations and local laws.
  • Maintain and update donor guidelines related to Supply Chain.
  • Monitor Supply Chain budgets and track expenditure.
  • Ensure timely submission of donor reports for assets.
  • Review asset disposal annually and ensure compliance with donor requirements.
  • Carry out vendor eligibility screening and maintain supplier files.
  • Inform Supply Chain Manager of any policy violations or concerns.
  • Develop and implement corrective action plans for audit findings.
  • Provide support to other departments to ensure compliance.
  • Ensure Master Purchase Agreements are in place for regular supplies/services.
  • Organize Supply Chain trainings for program and operations staff.
  • Develop and maintain orientation packages for new staff.
  • Maintain cooperative relations with other departments.
  • Identify training needs and recommend to Supply Chain Coordinator.
  • Develop staff skills to utilize Supply Chain tools and services.
  • Work with field staff to identify Supply Chain needs and budget accordingly.
  • Ensure Supply Chain staff compliance with procurement, asset and stock management policies.
  • Assist in establishing procurement plans before grant starts.
  • Ensure monthly Supply Chain reports are submitted and reviewed.
  • Practice excellent human resource management and staff development.
  • Identify staffing and skills gaps and support recruitment.
  • Set performance objectives and conduct performance reviews.
  • Manage staff discipline and leave planning.
  • Review and approve timesheets, travel and leave requests.
  • Ensure procurement records are complete and accessible.
  • Monitor procurement documentation and efficiency.
  • Prepare finance-related reports such as Cash Projections.
  • Train staff participating in Procurement committees.
  • Ensure clear roles for procurement and cost-efficient transport services.
  • Establish fuel consumption benchmarks.
  • Ensure secure and well-managed warehouse and stocks.
  • Manage assets and property effectively and update asset lists.
  • Supervise communications systems.
  • Coordinate with Security to maintain required security levels.
  • Manage operating budget for Supply Chain Units.
  • Directly manage Supply Chain staff in Imvepi and Rhino.
  • Engage with supervisor and key staff on all matters.
  • Ensure programmatic planning includes funding for Supply Chain support.
  • Coordinate with other organizations for interagency logistics.
  • Engage with donors, government, partners, UN agencies and NGOs for distribution and information sharing.
  • Represent IRC positively and professionally.

Requirements

  • Bachelor’s Degree in Procurement and Logistics Management.
  • Minimum 5 years of progressive Supply Chain professional experience or equivalent education and experience.
  • Demonstrated success as a Supply Chain leader across all disciplines within Supply Chain including planning, procurement, warehouse, asset and transport.
  • Broad knowledge and experience in Supply Chain strategies, market analysis techniques, procurement and contracting, vehicle and fleet management, inventory, property and asset management.
  • Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across cultures and organizational units.
  • Able to work effectively in a highly matrixed structure.
  • Strong financial management and budgeting skills.
