The Supply Associate manages and supports all activities pertaining to the supply chain function including planning, sourcing & procurement, transport, shipping, customs clearance, warehousing, assets & fleet management and monitoring within the area of responsibility. The incumbent supports and monitors supply activities to ensure timely and quality delivery of goods and services to persons of concern.
Responsibilities
- Support supply chain activities to facilitate UNHCR end to end processes resulting in timely and quality delivery of goods and services
- Prepare plans for delivery of relief and other non-food items according to operational needs and update information in UNHCR IT systems
- Apply UNHCR's sourcing & procurement strategy when planning purchases and ensure timely customs clearance
- Maintain accurate records on supply activities and provide timely reports
- Evaluate purchase requisitions for specifications, delivery dates and requirements
- Draft and dispatch quotation requests/tenders, assist in evaluation of offers and prepare proposals for contract awards
- Prepare Purchase Orders, send confirmations and monitor manufacture/transport of ordered goods
- Provide guidance on UNHCR procurement policies and procedures
- Provide asset management reports and gather information on all assets
- Monitor quality and accuracy of supply chain data and compile statistical information
- Disseminate and promote UNHCR's global policies on supply chain management
- Track progress of operations and provide guidance for timely implementation
- Assist in coaching and advising individuals
- Track global Supply KPIs and assist in devising regional ones
- Monitor periodic supply exercises and provide reports to senior managers
- Assist country operations in MSRP management and analysis of country financial reports
- Support country needs assessment plans and regional procurement plans
- Support Regional Contracts Committee work
- Ensure local liaison with partners to support supply activities
- Manage storage of goods according to best practices and UNHCR rules
- Coordinate supply activities of partners and contractors
- Implement effective asset and fleet management including receipt, inspection, registration, verification, disposal of Property, Plant and Equipment
- Support risk identification and management in the area of responsibility
- Perform other related duties as required
Requirements
- 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
- Trade, Business Administration, Economics, Marketing or a related field
- Relevant experience in public procurement and asset management is a must
- Experience working with public sector, UN agencies, NGOs, or international organizations
- Strong proficiency in Microsoft Excel, with experience in handling large datasets and performing data analysis, reconciliation, and reporting
- Excellent command of Ukrainian and working knowledge of English, both written and spoken
- Professional certification in procurement (e.g. CIPS or equivalent) is desirable
- Database management skills and experience, and working knowledge of ERP systems, ideally Cloud ERP Supply Chain Module would be an advantage
- Experience in warehouse management, verification, physical counting, and warehouse reconciliation is desirable
- Candidates must be legally present in Ukraine to be considered
- Fluency in both English and Ukrainian languages is required
