The Community-Based Protection Associate works directly with communities of concern to identify risks and leverage their capacities to protect themselves. The role involves building and maintaining networks within communities, supporting community-based protection standards, and contributing to protection planning and programming in a humanitarian context in Adre, Chad.

Responsibilities

  • Assist functional units and senior management to integrate participatory and community-based approaches in protection strategy and operations
  • Maintain relationships with persons of concern (PoC) and partners to monitor protection environment and advise protection team
  • Work with host communities to identify opportunities for civil society involvement in protection
  • Develop community-owned activities addressing social, educational, psycho-social, cultural, health, organizational, livelihood, child protection and GBV concerns
  • Assist in analysis of community capacities and risks
  • Support participatory assessments and ongoing consultation with PoC
  • Assist in planning and monitoring programmes and budgets with an age, gender and diversity (AGD) perspective
  • Build office capacity for community-based protection through training and systems establishment
  • Support communities in establishing representation and coordination structures
  • Ensure community understanding of UNHCR's accountability and quality assurance commitments
  • Act as interpreter and contribute to liaison activities
  • Contribute to enforcement of participatory AGD sensitive analysis
  • Initiate AGD sensitive interventions on community-based protection issues
  • Identify and prioritize individuals or groups for counselling and field visits
  • Intervene with authorities on protection issues
  • Enforce compliance of implementing partners with protection policies and standards
  • Recommend and prepare payments to individual cases
  • Support risk identification and management in area of responsibility
  • Perform other related duties as required

Requirements

  • 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
  • Knowledge of English and UN working language of the duty station if not English
  • Knowledge of French and local languages of eastern Chad is desirable
  • Certificates and Licenses in Development, Human Rights, International Law, International Social Work, Social Science, Political Science
  • UNHCR learning programmes (PLP) and knowledge of MSRP are desirable
  • Functional skills including IT-Computer Literacy, IT-Enterprise Resource Planning (ERP), UN/UNHCR Administrative Rules, Regulations and Procedures, Community-based Protection principles and methodologies, Multi-stakeholder Communications with Partners, Government & Community, Stakeholder management and coordination with Implementing Partners, Capacity Building
  • Ability to work in a complex humanitarian environment with strong community orientation
  • Strong community mobilization skills and participatory approach
  • Good understanding of protection issues including GBV, child protection, access to rights, social cohesion
  • Excellent communication, facilitation, analysis, and reporting skills
  • Ability to manage multiple activities under tight deadlines
  • Teamwork and coordination skills with partners and authorities
  • Commitment to humanitarian principles and protection standards including PSEA
