Smart Villages Consultant - Pakistan

The consultant will support the implementation and enhancement of the Smart Villages Pakistan programme, coordinating with multiple stakeholders including government, development banks, and local communities to improve digital connectivity, skills, and services in rural areas. The role involves project management, reporting, partnership development, and community engagement to meet project objectives.

Responsibilities

• Coordinate and manage the implementation of the Smart Village Pakistan programme in close collaboration with the Ministry of Information Technology (IT) and Telecom, Pakistan, Islamic Development Bank (IsDB), connectivity providers, service providers, local communities, ITU experts, and other relevant stakeholders in the identified village(s), including by developing and updating project work plan.
• Write and collate various reports such as workshop reports, meeting reports and make presentations in internal and external meetings as required.
• Prepare documentation related to the recruitment of experts and procurement requests and carry out follow-ups as required.
• Contribute to and provide technical feedback on village-level assessments and studies, while coordinating with international and regional experts.
• Provide support to establish and formalize the National Steering Committee and community-level local task forces.
• Coordinate community engagements, digital skills activities, and enable access to priority digital services targeting vulnerable populations, including women, youth and persons with disabilities.

Requirements

• University degree in sciences, arts, public policy, mathematics, engineering, data, information systems, information management, social science, computer sciences, computer engineering, economics, business administration, or a related field OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.
• An advanced degree or doctorate would be an advantage.
• At least five (5) years of experience including in the field of ICTs and project management.
• Knowledge of English and Urdu at advanced level
