Capacity and Skills Development Officer

The Capacity and Skills Development Officer facilitates the implementation of ITU Telecommunication Development Bureau's training development and delivery programmes, ensuring alignment with ITU Member States' requirements. The role provides technical guidance on capacity and skills development strategies to internal and external stakeholders and supports the operation of ITU Academy Training Centres.

Responsibilities

• Formulate and implement training development and delivery in support of capacity and digital skills development for ITU membership.
• Support implementation and smooth operation of ITU Academy Training Centres (ATCs), coordinating with ITU Regional Offices and updating strategic, operational and financial plans for ATCs.
• Design and develop training materials and quality assurance and monitoring standards for ITU Academy courses, collaborating with other BDT departments and ITU bureaux.
• Liaise with academia and other stakeholders on partnership possibilities in capacity development, contribute to planning and preparation of global events and participate in digital skills development meetings and forums.
• Analyze capacity and digital skills development solutions in the ICT sector, identify priorities and challenges, provide advice and support to ITU members and training providers.
• Provide coordinated training delivery operations and services for ITU Academy Learning Management System (LMS), organize and manage core training resources, and promote their use internally and with partners.
• Contribute to writing papers, articles, brochures on human capacity development and digital skills development and coordinate development of CDS publications.
• Provide guidance to junior staff members, general service staff and interns in the division.
• Perform any other related duties as assigned.

Requirements

• Advanced university degree in education, social sciences, human resources management, training and development, business administration or related field OR diploma of equivalent standard to an advanced university degree in one of the fields above.
• For internal candidates, a first university degree in one of the fields above with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
• At least five years of progressively responsible experience in human capacity building, training, and/or learning and development activities, including at least two years at the international level.
• A Doctorate in a related field can be considered as a substitute for two years of working experience.
• Experience in the implementation of training and/or capacity development projects or activities in the field of ICT.
• Experience with conditions prevailing in the developing world and technical cooperation activities.
• Experience with Learning Management Systems, e-learning practices and online collaboration techniques using advanced communication technologies.
• Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level.
• Knowledge of a third official language would be an advantage.
• Under Resolution No. 626 of the Council, language requirement relaxation may be authorized for candidates from developing countries with thorough knowledge of one official language.
