The Project Adviser will support the implementation, monitoring, and reporting of the BOOST project aimed at strengthening public-private sector coordination and capacity building for trade in Lao PDR. The role involves technical and logistical support, stakeholder coordination, data collection and analysis, and contributing to project governance and outreach.

Responsibilities

  • Organize project activities including training programmes and workshops, identifying participants to ensure maximum impact and coverage.
  • Provide technical and logistical support to project activities to ensure timely delivery and effective coordination of gender mainstreaming activities.
  • Maintain project workplan and schedule; develop, review and finalize annual project workplans with ITC project team and counterparts.
  • Provide on-the-ground support and technical guidance to partners and beneficiaries; coordinate communication among stakeholders.
  • Advise on synergies between project activities, outputs and stakeholders; ensure joint planning and information sharing.
  • Lead result monitoring and analysis of project activities; prepare updates on status and progress; organize data collection and analysis for evidence-based reporting and learning.
  • Participate in development and improvement of project monitoring mechanisms, tools and templates.
  • Advise and guide project experts on adapting monitoring tools in alignment with monitoring strategy.
  • Conduct regular quantitative and qualitative data collection on project activities using developed tools.
  • Support project monitoring missions or evaluations including site visits and support to independent evaluation teams.
  • Prepare impact stories and materials showcasing beneficiaries and partners’ engagement and sustainability of results.
  • Contribute to identification of risks to project implementation and mitigation strategies; ensure implementation of mitigation measures.
  • Consolidate result-based project progress reports and submit regular reports to ITC HQ.
  • Serve as focal point for communication and coordination with project partners at technical level.
  • Keep detailed track of interactions with project partners and beneficiaries; maintain internal files with evidence and minutes.
  • Contribute to organization of meetings of project governance bodies including Project Review Committee meetings.
  • Follow up on adoption and implementation of recommendations from project governance bodies; transpose decisions into work plans.

Requirements

  • An advanced university degree (Master’s or equivalent) in International Trade, Economics, Business Administration, Development Studies, or related field.
  • A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven (7) years of experience in result-based project/programme management monitoring or evaluation, administration or related area is required.
  • Experience in Lao PDR is required.
  • Experience in trade-related technical assistance, business support or related field is required.
  • Experience working with the Government of Lao PDR and especially the Ministry of Industry and Commerce is desirable.
  • Experience of implementing European Union (EU) projects is desirable.
  • Advanced knowledge of English is required.
  • Knowledge of Lao is required.
  • Applicants must be authorized to work in the duty station where the position is located.
  • Eligible applicants selected from outside the duty station are responsible for any expenses in connection with their relocation to the duty station.
