The Associate Programme Officer supports the development, implementation, and evaluation of programmes/projects related to organizational excellence and ecosystems within the Institutions and Ecosystems Section of ITC. The role involves client engagement, consulting assignments, preparation of reports, support to meetings and outreach activities, and coordination of budget-related activities.

Responsibilities

  • Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Assists in developing and supporting institutional networks, identifying and sharing good practice.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field such as organizational development or international relations.
  • A first-level university degree in the above subjects in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of two years (four years with a first level degree) of relevant experience in project/programme management, administration or related area is required.
  • Experience advising public and private sector economic actors in a diverse global context is desirable.
  • Experience working with developing and transition economies is desirable.
  • Experience in working with Business Support Organizations and their related ecosystems is desirable.
  • Experience in incorporating gender perspectives into the work of Business Support Organizations is desirable.
  • English is required at UN Level III for reading, writing, listening and speaking.
  • Either French or Spanish is required at UN Level III for reading and speaking, UN Level III for writing (French) or UN Level II for writing (Spanish), and UN Level III for listening.
