The Associate Programme Officer supports the development, implementation, and monitoring of trade and investment policy related projects within the Strategies and Policy for Trade and Investment Section. The role involves assisting key clients, conducting policy coordination and evaluation, supporting consulting assignments, and contributing to workshops and field missions.

Responsibilities

  • Assist the work with key clients to facilitate the development, implementation and evaluation of assigned trade and investment policy related programmes/projects; monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.
  • Provide assistance for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
  • Assist in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, and assisting in developing the action plan the client will use to manage the change.
  • Assist in survey initiatives; assist with design of regulatory reviews and assessments, analyze and interpret responses, identify problems/issues and prepare preliminary conclusions.
  • Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Provide administrative and substantive support to workshops, trainings, consultations and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Participate in field missions, including provision of substantive and administrative support, data collection, etc.
  • Perform other duties as required.

Requirements

  • An advanced university degree (Master’s or equivalent) in business administration, management, economics, or a related field such as international trade is required.
  • A first level degree in the above subjects may be accepted with an additional two years of relevant professional work experience.
  • A minimum of two years (4 years with a first level university degree) of relevant experience in project/programme management, or related area is required.
  • Experience in trade and investment policy, with particular exposure to trade in services, is desirable.
  • Experience in implementing technical assistance projects in relation to trade and investment policy in Asia, Africa, Eastern Europe, and Latin America is desirable.
  • Experience in proposal design and project development for trade-related technical assistance projects is desirable.
  • Advanced knowledge of trade and investment policy and related initiatives.
  • Ability to develop TRTA budgets and intervention plans.
  • Ability to identify issues, analyze and participate in the resolution of issues/problems.
  • Ability to assist with regulatory reviews and assessments using various methods.
  • Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases.
  • Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.
  • Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
