See your match score & applyThe Environmental Health (EH)/WASH Senior Manager is responsible for overseeing the implementation of all EH/WASH programming supported by the IRC in South Kordofan and West Kordofan. The position provides technical and strategic leadership to ensure high quality programming that responds to the immediate needs of the affected population.
Responsibilities
- Coordinate with the Deputy Director of Programs to develop and implement a response to assessed EH/WASH needs in accordance with the Sudan Strategic Action Plan (SAP).
- Oversee technical aspects of EH/WASH program implementation and coordination.
- Ensure timely and professional implementation of all EH/WASH projects according to objectives, goals, indicators, donor requirements, and beneficiary needs.
- Lead EH/WASH teams in development, implementation, and monitoring of work plans reflecting IRC commitments.
- Ensure programming strategy integrates with other sectors and contributes to broader health outcomes.
- Design and improve technical approaches and protocols to enhance program quality.
- Support EH/WASH teams in technical designs, cost estimates, technical specifications, and documentation for infrastructure and hygiene behavior change activities.
- Work with Partnerships Lead on selection, contracting, and performance management of local implementing partners, providing technical guidance and capacity building.
- Lead emergency response during displacement or disease outbreaks, coordinating water treatment, sanitation, and hygiene promotion scale-up.
- Assess technical and professional development needs of national WASH staff and design/deliver capacity building interventions including training, coaching, and mentorship.
- Ensure timely submission of internal and donor reports for EH program activities.
- Lead development of EH/WASH sections in new funding proposals including logical frameworks.
- Lead and coordinate development and revision of EH budgets.
- Review reports and proposals prepared by EH/WASH staff and provide feedback.
- Ensure EH program activities are delivered within budget thresholds and monitor budget vs. actual expenditure monthly.
- Participate in project cycle meetings and follow up on resulting actions.
- Select and implement appropriate monitoring and evaluation systems to enhance program effectiveness and quality.
- Evaluate field needs for technical interventions and make recommendations.
- Ensure client voice and response mechanisms operate in EH/WASH programs.
- Mentor, support, and coach EH/WASH staff in South Kordofan region.
- Maintain open, professional relationships with team members and provide oversight and guidance.
- Establish contacts with relevant NGOs and line ministries such as Department of Engineering, Water Resources and Minerals.
- Represent IRC WASH program in donor and stakeholder meetings and sector forums.
- Liaise regularly with relevant HQ technical units.
- Perform other duties as assigned by supervisor to enable and develop IRC programs.
Requirements
- Proven technical skills with a university degree in civil/environmental engineering or related field
- Minimum 5 years relevant professional experience in EH, WASH, Civil Engineering, or related field
- Minimum 3 years’ experience in a humanitarian setting (refugee camps and/or emergency response)
- Demonstrated experience in technical design of water supply systems, sanitation infrastructure, wastewater and sewerage systems, and health care waste management systems.
- Strong project planning, organizational, interpersonal, and communication skills.
- Good written and verbal skills in English. Arabic is not required; however, it would be a distinct advantage.
- Strong leadership and management skills.
- Must be comfortable in being a proactive member of the senior management team.
- Must have a proven track record of proactively identifying and communicating potential problems and proposing solutions.
- Must be able to function effectively in a complex work environment and to set appropriate priorities and deal effectively with competing priorities and pressure
- Ability to carry out responsibilities independently with minimal technical support.
- Must possess high cultural and gender awareness and sensitivity, including excellent interpersonal communication skills and professional patience and be able to interact, partner and thrive in a diverse environment.
- Committed to staff training and development, and effective at facilitation
- Competent in Windows, MS Office programs, AutoCAD (or similar computer-aided design), email and database experience.
- Proficiency in civil engineering software such as AutoCAD is a must, with knowledge of ArcGIS an advantage.
