Protection Officer (Women Protection and Empowerment)

The Women’s Protection and Empowerment (WPE) Officer supervises and builds the capacity of GBV Caseworkers and Community Mobilizers to ensure quality, survivor-centered GBV case management and psychosocial support activities for women and adolescent girls. The Officer coordinates referrals and strengthens partnerships to provide holistic support to GBV survivors and at-risk women and girls.

Responsibilities

• Provide daily guidance and monitoring of caseworkers and PSS facilitators to ensure implementation of individual case management and group MHPSS activities in line with IRC guidelines and GBV minimum standards.
• Conduct daily support and supervision visits to case management and group MHPSS activities for women and adolescent girls.
• Ensure WPE activities, meetings, referrals and documentation are conducted safely, timely and with quality.
• Receive, triage, and follow up on referrals from IRC sectors and external partners for WPE services; ensure prompt assessment and integration into appropriate services.
• Ensure safe and confidential referral of women and adolescent girls with specialized needs to relevant services and track all referrals.
• Conduct and update comprehensive mapping of available GBV and multi-sectoral services and maintain an up-to-date service directory and referral pathway document.
• Assist in regular performance monitoring of partners to achieve project objectives.
• Directly supervise GBV Caseworkers and Community Mobilizers providing structured supervision, case consultation, reflective practice, and coaching.
• Lead ongoing capacity building for GBV Caseworkers and Community Mobilizers including on-the-job training and technical learning sessions.
• Maintain open and professional relations with team members and provide oversight and guidance.
• Assist in capacity building support for partners as requested.
• Lead and coordinate planning and reporting of WPE activities including weekly work plans and monthly reports.
• File and archive important documents related to WPE activities.
• Support implementation and adherence to WPE work plan and MEAL plans.
• Coordinate with other IRC sectors and partners in the field.
• Develop and maintain effective working relationships with partners and local actors.
• Participate in relevant coordination meetings at community level.
• Establish and maintain referral coordination mechanisms with key service providers and stakeholders.
• Attend IRC trainings.
• Monitor safety and security of field teams and report concerns.
• Promote and adhere to IRC principles, objectives and code of conduct.
• Provide translation and interpretation as needed.
• Assist in identifying new implementing partners and arrange meetings.
• Conduct other tasks as requested by supervisor.

Requirements

• Degree desired in Social Work, Psychology, Education, Human Rights, Social Science, Humanities or other related field.
• At least 2-3 years’ experience in implementing GBV programs, preferably in the field of psychosocial interventions, counseling and GBV risk reduction strategies for women and girls, including GBV survivors.
• Clear understanding of gender, human rights, and issues surrounding violence against women and girls.
• Knowledge, skills and experience in participatory methods of community development and mobilization.
• Previous experience supervising and coordinating a team preferred.
• Previous experience in capacity building and mentoring preferred.
• Previous experience in emergency response preferred.
• Positive and professional attitude, including ability to lead and work well in a team setting.
• Demonstrated ability to liaise with partner organizations.
• Good organizational and planning skills.
• High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
• Highly motivated, interested and eager to learn.
• Fluency in Arabic; good English skills.
