See your match score & applyThe Finance Partnership Coordinator leads financial oversight and management of IRC Partnerships Department's sub-awardees, ensuring quality assurance, capacity building, and compliance with donor regulations. The role supervises the Finance Partnership Manager and works closely with partners to strengthen financial management and accountability.
Responsibilities
- Promote and oversee the application of the IRC's Partnership Excellence for Equality and Results system (PEERS) throughout the Ukraine Country Program.
- Oversee systematic partner feedback on IRC's management of the partnership relationship and ensure documentation and response to feedback.
- Lead the Partner's Capacity Assessment (PCA) of potential partners and manage material risks related to finance.
- Oversee and quality-assure the development and finalization of budgets and budget amendments with partners.
- Review and approve draft partnership agreement terms relating to advances, reporting, and finance-related conditions.
- Agree with partners on documentation required to support costs in cost-reimbursable partnership agreements.
- Participate in Partnership Project Opening, Review and Closure Meetings to review successes, challenges, and lessons learned.
- Ensure timely provision of funding to partners in accordance with agreements and resolve issues efficiently.
- Provide oversight to ensure completeness, correctness, and accuracy of financial reports and cash requests submitted by partners.
- Review partner financial reports and supporting documents for compliance with agreements, donor regulations, and IRC policy, providing feedback as appropriate.
- Monitor partner budgets and actual spending, identifying issues and working collaboratively to resolve them.
- Lead finance review and reflection, identifying follow-up actions and reporting to Deputy Director of Finance.
- Oversee close-out of partnership agreements including financial verification and asset confirmation.
- Lead review of partner, IRC, and partnership performance including successes, challenges, and lessons learned.
- Lead provision of finance and accounting training and mentoring support to partners to strengthen financial management systems and capacities.
- Directly supervise the Finance Partnership Manager including management, coaching, mentoring, and performance management.
- Perform other duties as assigned by the Deputy Director of Finance.
Requirements
- Fluency in Ukrainian and/or Russian and English.
- Bachelor's Degree in Accounting, Finance, or any related field; Master's Degree an asset.
- Minimum 5 years of progressive work experience in a non-profit setting overseeing and managing partners' projects funded by major institutional donors, including prior supervisory experience.
- Detailed knowledge of Government procurement rules and regulations, OMB Circulars, and related administrative guidelines and requirements associated with funding from BHA or USAID in particular.
- Demonstrated experience working with partners.
- Demonstrated experience in training, capacity building, and mentoring of staff, NGOs/CBOs.
- Prior experience directly supervising staff.
- Excellent oral and written communication skills, including the ability to present to groups of all sizes.
- Self-starter with ability to work independently and as part of a team.
- Demonstrated ability to work effectively under pressure and handle multiple simultaneous tasks and demands coming from multiple sources.
- Hard-working, sharp and detail-oriented.
- Exceptional interpersonal skills; tact, patience, diplomacy, and appropriate assertiveness.
- Proficiency in MS Office software suite -- including Word, Excel, PowerPoint and Outlook.
- Experience working with databases and/or other tracking systems.
