The P&C Roving Officer is responsible for managing the employee lifecycle activities including attraction, recruitment, selection, hiring, induction, development, retention, and separation. The role supports operational needs in the field and requires 80% travel availability.

Responsibilities

  • Manage employee lifecycle activities: attraction, recruitment, selection, hiring, induction, development, retention, and separation.
  • Support operational needs from the People & Culture area in the field.
  • Receive job descriptions and recruitment requests to activate personnel selection processes, review and align to institutional format.
  • Publish internal and external job announcements.
  • Document recruitment processes according to organizational guidelines.
  • Ensure compliance with personnel hiring processes.
  • Conduct background checks and references during recruitment.
  • Request hiring approvals after verifying documentation with relevant areas.
  • Notify selected personnel and request documentation for contractual procedures.
  • Request and follow up on social security and occupational risk insurance affiliations.
  • Archive recruitment documentation and register in organizational platforms.
  • Prepare contracts according to internal guidelines.
  • Maintain updated employee profiles in WorkDay platform.
  • Coordinate with payroll outsourcing for personnel hiring.
  • Process monthly payroll updates.
  • Prepare payment forms for payroll, social security, fees, settlements, and related payments with Finance.
  • Monitor contract expirations and prepare notifications.
  • Maintain contract records and induction processes.
  • Ensure proper execution of personnel separation, exit interviews, settlements, and payments.
  • Prepare orientation and welcome packages for staff.
  • Support training and development plans.
  • Assist performance evaluation processes.
  • Follow up on timesheet collection.
  • Serve as P&C contact for staff benefits in the national territory.
  • Support staff welfare plans.
  • Plan, organize, direct, develop and apply the Occupational Health and Safety Management System (SG-SST) and conduct annual evaluations.
  • Report SG-SST functioning and results to senior management.
  • Promote participation in SG-SST implementation.
  • Coordinate hazard identification, risk assessment, and prioritization with area heads.
  • Validate and follow up on action plans.
  • Promote understanding of safety policies at all organizational levels.
  • Manage resources for safety plans and monitor indicators.
  • Coordinate training needs for prevention.
  • Support accident and incident investigations.
  • Participate in Safety and Health Committee meetings.

Requirements

  • Professional degree in Psychology, Business Administration or related fields.
  • Desirable specialization in Business Administration and Management, Human Resources Management.
  • Minimum 2 years of professional experience in human resources and occupational health and safety management, preferably with international non-profit organizations.
  • Strong oral and written communication skills effective for internal and external relations.
  • Ability to multitask, results-oriented, meet deadlines, and prioritize deliverables under pressure.
  • Proficient in Microsoft Office.
  • Desirable intermediate to advanced level of English.
  • Availability to travel 80% of the time.
