Responsibilities
- Lead supply chain management for medical supplies and pharmaceuticals, including warehousing, transport, dispatch to health facilities, loss management and reporting within the county.
- Carry out all activities in line with IRC and donor policies, procedures and according to Ministry of Health guidelines.
- Ensure timely replenishment of medical supplies and pharmaceuticals with zero stock outs.
- Maintain transparent communication with County Health Department, donors and IRC colleagues regarding logistical activities and requirements.
- Develop and maintain positive relationships with suppliers, local authorities, implementing partners and other stakeholders.
- Manage last mile distribution of pharmaceutical and medical supplies.
- Coordinate movement of consignments from donor/CHD warehouse and IRC warehouse to health facilities/boma.
- Facilitate in-country transportation of procured items to project locations in the county.
- Supervise and maintain relationships with CHD, transporters and health facility staff.
- Ensure proper storage of medicines and medical supplies including cold chain items.
- Strengthen systems for daily entry and dispatch of medicines from stock.
- Supervise and update stock fulfillment plans and support contingency requirements.
- Ensure consistency of warehouse documentation and reporting.
- Drive improvements in stock reporting accuracy for medicines and medical equipment inventories.
- Conduct monthly physical inventories and communicate results to project manager.
- Build capacity of staff in accurate reporting and stock management.
- Draft and send loss reports to project manager timely.
- Maintain assets list and submit monthly revisions to project manager.
- Check deadlines of medicine deliveries to partners and perform spot checks.
- Supervise warehouse setup, cleaning and security conditions.
- Establish system for tracking expiry status of drugs and ensure timely management.
- Maintain waybills and receipts of goods for IRC documentation.
- Ensure IRC, CHD and donor documentation is maintained including asset tracking and right of use agreements.
- Ensure compliance with IRC and MOH guidelines, policies, procedures and standard operating procedures.
- Prevent loss or fraud in logistical activities by coordinating with line manager to improve transparency and asset use.
- Provide training, coaching and mentorship on logistical procedures, internal controls and donor requirements to relevant staff.
Requirements
- A bachelor’s degree in pharmacy, or logistics supply chain management, public health or related field in lieu of pharmacist.
- A diploma in pharmacy combined with significant relevant experience may be considered.
- At least 3-5 years of experience in logistics and supply chain management, preferably in the health sector.
- Ability to fill up and monitor and report format based on observations.
- Knowledge of warehousing practices, including inventory control, stock management and loss prevention.
- Experience in preparing and submitting accurate logistic and supply chain reports, including stock reports and distribution reports.
- Willingness and ability to work in remote and potentially unstable environment.
- Knowledge of health and safety standards related to the handling and storage of medical supplies.
- Strong organizational skills, with the ability to manage multiple tasks and meet deadlines.
- Good oral and written reporting skills in English.
- Excellent communication, report writing skills and facilitation skills.
- Ability to manage staff in a consultative and supportive manner.
- Knowledge in MS Word and Excel.
- Ability to take command of a situation and make decisions.
