The consultant will develop a Risk Trigger Report and a Trigger & Response Matrix to support crisis preparedness and response for children affected by conflict and crisis.

Responsibilities

  • Conduct a desk review of existing risks, vulnerability, hazard, conflict, climate, displacement, disease and education assessments, contingency plans, and Education Cluster/sector preparedness documentation for Ethiopia.

  • Review and incorporate feedback on the draft Risk Trigger Report with PMC and Regional EiE Adviser.
  • Coordinate with PMC to translate each trigger into feasible, pre-agreed response options considering existing modalities and partner capacity.
  • Facilitate a validation session with PMC and relevant coordination fora to finalize the Trigger & Response Matrix.
  • Produce a final consultancy report summarizing the process, findings, finalized Matrix, and recommendations for periodic review.

Requirements
