Serve as the focal point for the overall delivery of all Human Resources services in Kakuma. Responsible for talent acquisition, talent management, employee relations, HRIS management, payroll, and safeguarding in a challenging humanitarian context.

Responsibilities

  • Coordinate recruitment of functional, administrative, and support-level staff at the field office for both standard and Just-in-Time recruitments.
  • Coordinate internal mobility strategies for internally recruited staff.
  • Serve as the HR panelist for recruitment and support all localized recruitments for national and incentive staff.
  • Ensure appropriate onboarding and transition processes for all field-based staff.
  • Coordinate performance management processes for all field-based staff.
  • Provide support and advisory services to line managers regarding corrective or disciplinary actions.
  • Manage the exit process for all field-based staff.
  • Track approved professional development and career pathing objectives for field staff.
  • Support compensation and benefits strategies by coordinating localized salary surveys at least once every two years and highlighting any challenges in talent retention.
  • Directly supervise the field-based HRO to monitor leave and absenteeism, maintain personnel records, recruitment tracker, payroll registration, and facilitate staff trainings.
  • Provide regular updates on relevant staff status changes to the HR Coordinator.
  • Support staff and supervisors in managing grievances and disputes.
  • Conduct monthly staff meetings for training and engagement.
  • Maintain all talent acquisition and management processes on Cornerstone and manage HRIS data on Workday.
  • Process incentive staff payroll on Paymaster and provide support on the Integra system.
  • Provide bi-weekly/monthly reports to the HR Coordinator on personnel files, recruitment, leave, training, performance management, benefits, payroll, duty of care and employee relations issues.
  • Submit national staff payroll inputs to Nairobi by the 15th of each month and oversee processing of incentive staff payroll by the 20th of each month.
  • Respond to staff queries regarding pay and benefits.
  • Demonstrate commitment to upholding the highest standards of integrity and professional conduct by preventing abuse, exploitation or harassment and promoting a safe and respectful environment.

Requirements

  • Bachelor’s degree in Human Resources Management or Business Administration. A Bachelor’s degree in another field with a Postgraduate Diploma in HR Management is also acceptable.
  • At least 5 years of continuous experience in a similar role, with a minimum of 3 years in a supervisory capacity.
  • Certified HR practitioner as per the IHRM Act.
  • Experience with an INGO is an added advantage.
  • Good knowledge of national labor laws and statutory requirements (Employment Act, WIBA, OSHA, NITA, RBA, NHIF, NSSF, PAYE).
  • Understanding of compensation and benefits strategies.
  • Proficiency in MS Office Suite and payroll systems.
  • Demonstrated skills in staff supervision, team building, organization and time management, verbal and written communication, analytical reasoning and conflict resolution, interpersonal relations and negotiation, report writing and cultural sensitivity.
  • Demonstrated ability to work independently and meet tight deadlines.
  • Ability to operate in a multicultural, multi-ethnic environment.
  • Ability to manage projects and adapt flexibly to achieve goals.
  • Ability to work in climatically and logistically challenging environments.
  • Experience in conflict or post-conflict settings is an added advantage.
